SUMMARY: WinTec Arrowmaker, Inc. is a defense contractor dedicated to providing outstanding program management, engineering, logistics, and operations support to Department of Defense customers. The Senior Operations Research Analyst will manage and direct the analyses of management problems, develop operational test metrics, perform cost analyses and modeling; while reporting directly to the WinTec Program Manager. *CONTINGENT UPON AWARD*
ESSENTIAL JOB FUNCTIONS: Responsibilities will include, but are not limited to:
- Manage and direct the analyses of management problems, develop operational test metrics, perform cost analyses and modeling.
- Provide support for the development of CONOP and associated TTPs to include the organization, management, and facilitation of processes and knowledge-extraction from SMEs.
- Planning and facilitating program reviews to include System Requirements Reviews.
- Identify and develop of system requirements to provide traceability from high-level requirements down to specific measures and data elements, gap analysis working groups involving project stakeholders, service systems commands, transition partners and warfighter communities of interests to identify system capabilities and limits to inform more detailed assessment plans and metrics.
- Review Service policy documents to include, but not limited to: operational / tactical doctrine, Concept of Operations (CONOP) and Tactics, Techniques and Procedures (TTP).
- Assist in the development or modification of event execution documentation for the conduct of demonstrations and assessments.
QUALIFICATIONS:
- Bachelor’s degree from an accredited college or university in a Research, Mathematics, Computer Science, Cost Accounting, or related scientific or technical discipline; and 10+ years of related DOD experience with developmental technology or operational test & evaluation.
- 15+ years of related DOD experience with developmental technology or operational test & evaluation may be considered in lieu of a Bachelor’s degree.
- Travel approximately 20%
- Military background or familiarity with military command and control structures.
- Possess a working knowledge of the organizational interface of military, federal, state, and local agencies.
- Demonstrate time management, problem-solving skills, self-motivation, eagerness to learn, and attention to detail.
- Ability to efficiently react to shifting program requirements and work in a team environment.
- Effectively communicate, both orally and in writing.
