General Description
The successful candidate will provide Oracle Data Relationship Management (DRM) system development expertise to the Air Force’s Program and Budget Enterprise System (PBES), supporting the program’s Sustainment Help Desk and software development efforts. The successful candidate will perform as the lead DRM developer in USAF’s PMES program, playing a crucial role in designing, managing, and optimizing the Oracle Data Relationship Management (DRM) system. Duties and responsibilities
The successful candidate will lead DRM-related tasks from inception to completion. They will coordinate with cross-functional teams to ensure project milestones are met. The successful candidate will design, upgrade, and maintain Oracle DRM applications to support business requirements; implement and manage data hierarchies, metadata, and data governance processes; and ensure the DRM system is optimized for performance and scalability. From a data management perspective, the candidate will develop and maintain data models, mappings, and transformations within DRM; ensure data integrity, consistency, and accuracy across all systems; and perform data validation and cleansing as needed. From an integration and automation perspective, the candidate will integrate DRM with other systems (e.g., Hyperion, BI tools) to ensure seamless data flow; develop and maintain automation scripts for data loading, extraction, and transformation processes; and implement APIs and other integration methods to enhance system interoperability. Lastly, from a user support and training perspective, the candidate will provide technical support and troubleshooting for DRM-related issues and collaborate with Business Analysts and business users to understand their requirements and translate them into technical solutions.
Specialized Knowledge
Education
Bachelor’s degree in computer science, management information systems, or related field.
Professional Certifications
An active CompTIA Security certification is required.
Clearance
An active U.S. Secret Security Clearance or the ability to obtain said clearance is required.
Experience
5 years in software development with specific, demonstratable experience as an Oracle DRM development expert.
U.S. Citizen or Similar
Must be a U.S. Citizen
Skills and Abilities
Experience with DRM, the Oracle EPM suite, and data visualization tools.
Other Characteristics (e.g., Personal or Language)
Must be a self-starter with the ability to manage work efforts with minimal leadership oversight. Must also have excellent time-management skills as well as excellent oral, written, organizational, documentation, and communication skills. Must have the ability to provide accurate and realistic effort estimates, commit, and deliver accordingly. Must be an excellent problem solver with strong analytical skills. Must be able to work independently, mentor other team members, and manage multiple tasks simultaneously while being detail-oriented with a focus on quality and accuracy. Must be able to work in a team environment with personnel from other companies, government program management and administrative personnel, and technical staff members.
Working conditions, including location
The Pentagon, Washington DC; with the occasional ability to work remotely.
Client duty hours are Monday through Friday.

- Hands-on experience with Oracle’s DRM system, performing design, development, testing, and deployment.
- Experience with data modeling, data mapping, and data transformation.
- Expertise in data validation and cleansing.
- Hands-on experience with developing automation scripts for loading, extracting, and transforming data.
- Knowledge and experience participating in Agile Scrum events, including daily stand-ups, sprint planning, and retrospectives.
- Proven ability to collaborate with other team members to ensure timely delivery of project goals.
- Knowledge and experience with continuously improving processes and practices within the Scrum framework.
- Knowledge of and experience with Oracle’s EPM suite (Hyperion Planning, Essbase).
- Knowledge of data visualization tools (e.g., Tableau, Power BI).
- Demonstrated ability to take initiative and manage problems independently.
- Demonstrated ability to manage and prioritize multiple tasks.
Education
Bachelor’s degree in computer science, management information systems, or related field.
