About the Job
Under supervision, reviews plans and specifications for compliance with building and construction building and safety codes and regulations, municipal code, and other established policies and procedures. The below list of tasks is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and tasks performed by positions in this class.
Review construction plans, reports, and engineering calculations; determine if plans comply with building codes and other construction regulations;
Examine building plans for compliance with applicable California Building Codes and other ancillary codes such as the California Plumbing Code, California Mechanical Code, California Electric Code, and State disabled access related codes
Performs complex and difficult plan checks, investigates reports of structural problems on other assignments
Respond to questions and inquiries from architects, engineers, builders, contractors, and owners regarding building requirements, structural applications, regulation conformance, and related issues;
Plan, prioritize, assign, supervise, review and participate in the work of staff responsible for performing plan checking functions and keeping logs and records of plans examined;
QUALIFICATIONS: Bachelor’s Degree from an accredited college or university in Engineering or closely related field, AND five (5) years of experience in plan check or construction OR registration as a professional engineer in California and two (2) years of experience in plan check. Certification as an ICC Building Plans Examiner is required. Must possess at the time of application and maintain a valid California Driver’s License.
Knowledge of theories and principles of structural design, engineering mathematics, and soils engineering; approved building construction methods, materials, and proper inspection methods related to residential, commercial, and industrial developments; federal, state, and municipal codes and regulations governing housing and building construction, rehabilitation, alteration, use, and occupancy.
Skilled in reading and interpreting building plans, blueprints, and specifications, applying related codes, ordinances, and laws, analyzing and making structural calculations, following and providing oral and written instructions, establishing and maintaining positive and productive working relationships with customers,
Ability to exercise sound judgment, communicate effectively verbally and in writing, establish and maintain effective working relationships with architects, engineers, contractors, builders and owners, the public, and other employees, perform essential job duties with little supervision, and provide technical guidance to staff;
Proficient in using work-related computer applications, including email, word processing, spreadsheets, databases, the internet, and other electronic devices to perform essential job duties.
WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS: Work requires incumbents to sit, talk or hear both in person and by telephone; use hands repetitively to operate, finger, handle or feel office equipment; reach with hands and arms. Occasionally requires standing, walking, lifting, and carrying records weighing less than 10 pounds; vision abilities include close vision and the ability to adjust focus.
THE SELECTION PROCESS: Applicants whose experience best meets the city's needs will be invited to participate in the examination for this position. Candidates must have access to a computer with internet, video, and audio capabilities to participate in our examination process.
The examination may consist of one or more of the following: (1) Training & Experience Evaluation, (2) Writing Exercise, and (3) Qualifications Appraisal Interview with a panel of subject matter experts. Candidates must receive a score of 70 or higher to have their names placed on the active eligibility list for one year. The top three ranks on the Eligibility List will have their application materials forwarded to the hiring authority for a selection interview.
