Overview
JST is currently seeking a Senior Procurement Analyst (GPC Program) (HCA function) to join our team. This is a full-time Onsite position with potential hybrid/remote work at Defense Health Agency (DHA) offices in San Diego, California. The Senior Procurement Analyst (GPC Program) (HCA function) shall be professional in demeanor, appearance, and deportment. Employees shall be responsive. They may be required to interface with senior Government and industry officials. Personnel shall have excellent written and oral communications skills sufficient to provide clear concise communication and documentation. Proficient in the use of the Microsoft suite of applications including Word, Excel, PowerPoint, Outlook, and Project as well as with Adobe Acrobat.
Senior Procurement Analyst Responsibilities
- Exceptional knowledge or understanding of direct federal procurement in GS-1102 (or similar) capacity of which with extensive knowledge or understanding or Department of Defense (DoD) GPC Program.
- Responsible for DoD procurement policy
- Responsible for all phases of acquisition management.
- Use the methods and techniques of fact-finding, analysis, and resolution of complex problems, and the ability to develop concrete action plans to solve problems
- Work on Federal and DoD contracting principles (Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)), DoD Directives and Instructions, laws, regulations, procedures and guidance.
- Demonstrated ability to provide expert technical advice, staff coordination and consultation to assist in formulating guidelines, implementing new developments, and providing expert interpretation.
- Demonstrated excellent oral and written communication skills sufficient to compose and deliver responses to customers' complex questions in a clear and concise manner.
- Ability to communicate procedures and processes to management, co-workers, customers, and stakeholders and provide guidance on pertinent changes to business functions and operations
- Ability to plan and organize to systematically coordinate, track, and complete workflow in accordance with the unique procedures and guidelines of multiple organizational entities.
- Ability to prepare, track, monitor and analyze various data and information and write a clear, concise report.
- Ability to run reports and analyze and collate data for monthly and annual reviews and monitoring of program purchasing behaviors.
- Additional responsibilities may be assigned.
Senior Procurement Analyst Qualifications
- A bachelor's degree is required
- Experience with direct federal procurement in GS-1102 (or similar) capacity of which with extensive knowledge or understanding or Department of Defense (DoD) GPC Program.
- Experience with DoD procurement policy

Required Clearances and Screenings
- MUST be able to pass a US Government Security Clearance
