Job Summary:
We are seeking a highly experienced Senior Program Manager/Account Manager who has a minimum of 10 years technical background, has progressed to become a Program Manager, and has provided support for state proposal response. This person will play a crucial role in managing our NY State programs and will report to our Director of Operations. In addition, this position will support our corporate headquarters by leading proposal efforts, under the direction of our Director of Strategic Growth. This will be a hybrid type role, with the position required to be local to Albany, NY.

Key Responsibilities:
- Program Planning : Develop and maintain comprehensive program plans, including scope, goals, deliverables, timelines, and budgets.
- Program Management : Effectively manage our State of NY programs.
- R esource Management: As needed allocate and manage resources effectively, including project teams, budgets, and third-party vendors.
- Risk Management : Identify potential contract program risks and issues; develop and execute mitigation plans to ensure successful project delivery.
- Stakeholder Communication : Communicate project status, risks, and issues to stakeholders, ensuring alignment with organizational goals.
- Quality Assurance : Ensure that all deliverables meet the organization's quality standards and compliance requirements.
- Continuous Improvement: Identify opportunities for process improvement and drive initiatives to enhance proposal response/program management practices.
- Reporting: Prepare regular program contract status reports for executive leadership.
- RFP Proposal Leadership: Support our Director of Strategic Growth with Business Development and Proposal collaboration for State of NY opportunities. Support the development of state contract proposals and contribute to non-technical section writing. Working knowledge and experience of Shipley standard process is preferred.
- Relationships: develop and maintain network of relationships with government agency executives. Established relationships at State Agencies executive level is a plus.
- Bachelor's degree in computer science, Information Technology, or a related field.
- Project management certification (PMP).
- Experience in proposal management and writing.
- Minimum of 5yr of remote and on-site people management; 10yrs of program management.
- Minimum 10 years of strong experience managing complex IT projects or programs involving several of the following:
- Technical architecture advisory services.
- Business analysis for project development.
- Proprietary software application development/customization, programming, and integration.
- Data information management (including but not limited to data migration, data conversion, data manipulation, and data integration).
- Project management support services, including but not limited to project management, project quality assurance and control, and independent verification & validation (IV&V).
- Project scope development.
- Disaster recovery/Business continuity and testing.
- Cloud Services (AWS, Azure, GCP).
- Quality assurance.
- Continuity of operations planning (COOP).
- Data categorization.
- Open-source software implementation.
- Excellent leadership, communication, and interpersonal skills.
- Ability to work collaboratively in a fast-paced, and dynamic environment.
- Ability to travel up to 25%
