Senior Program Manager (Curam Social Services Platform)

12 Months Contract / Full Time Position
Responsibilities:
Provide guidance on the Client's eligibility system, administrative processes, and oversee the day-to-day technical operations of the administration.
Demonstrate vast knowledge of IT Systems Development, Eligibility and Enrollment Systems, as well as the Client's programs.
Provide consulting advice to Client's Director on the most appropriate strategies to successfully manage program and system operations. Navigate and coordinate technical needs and expectations of business partners particularly the Client given the complex nature of their work and their direct and indirect association to District residents.
Provide consulting advice and support to the Client's Director about technology that can perform critical tasks and processes. Recommend and configure technology-based solutions to address Client's organizational needs.
Review, evaluate, and comment upon all draft proposals developed by Client's.
Provide consulting advice to the Client's Director and business partners for expanding the delivery and adoption of the integrated eligibility system. Ensure all design and implementation of the system meets the end-user needs including caseworkers and District residents.
Translate business needs into technology strategies and programs, and guide cross functional teams through key decisions around product features, and other complex enterprise architecture decisions.
Oversee a cross-functional team to ensure all phases of the system development life cycle is being observed; Will raise major risks and issues to the DCAS Director at appropriate times, responsible for providing solutions and options.
Attend all requested meetings and participate in required conference calls.
Serve as technical expert responsible for consulting, assisting and making recommendation for establishing the organization's approach to the full life cycle of Client - from project planning, initiation, resourcing, execution, monitoring, control and completion.
Demonstrate diverse knowledge and understanding of the entire DCAS Platform from infrastructure to application tiers as well as in depth knowledge of the health and human service programs resident within the Client's platform.
Knowledge and ability to apply business process management methodologies, principles, and practices.
Mastery knowledge and skills in project and change management. Excellent understanding of the implications of different technical choices, and the ability to assist in guiding the District's clients to the best solution for their situation.
Responsibilities:
1. Responsible for leading the adoption or implementation of an advanced technology or platform
2. Has expertise on the functionality or usage of a particular system, platform or technology product
3. Serves as a consultant to clients guiding the efficient use or adoption of a particular IT product, or platform
4. Responsible for creating implementation plans, testing plans or integration plans.
5. Demonstrates expertise in a particular IT platform or service which allows for maximizing IT investment
Minimum Education/ Certification Requirements:
Bachelor's degree in information technology or related field or equivalent experience
Training or Certification in a particular product or IT platform/service as required
