Job Summary:
Position ensures programmatic and project activities are conducted in accordance with appropriate regulations and TVA Safety policies, programs, and procedures. Collaboratively plans, develops, tests, implements, and monitors predictive or prescriptive analytics solutions to strategic business problems and accelerate growth. Be able to draw inferences from data to produce insights and actionable recommendations in the form of analytic projects, striving to positively impact and influence operational efficiencies, business decisions and drive future innovation. The position works with business units to lead the development of key strategic initiatives and projects to improve fleet safety. This individual leads, coordinates, and supports audits while maintaining Safety & Aviation Services governance, oversight, support, and execution functions to ensure alignment and strong quality relationships with regulatory and auditing agencies. Individual is responsible for the development and management of Safety Projects, driving project approvals, accountability, and fiscal responsibility. Position provides technical contract management and vendor/contractor oversight as required for Safety Projects and vendor hosted software solutions.
Budget Responsibilities:
Annual service contracts of $.5M. Project related responsibility as dictated by business needs, typical project $1.5-5M.
Supervisory Responsibilities:
Technical Contract Management responsibilities as required. Contractor oversight as required
Skills and Proficiencies (May be job or organization specific):
+ Manages Safety Projects, driving accountability and ensuring milestones are identified and met to achieve effective cost containment; Also responsible for ensuring expenditure accuracy.
+ Oversees and directs programs and projects required to address issues identified through regulatory oversight or industry groups such as INPO, NEI, and NISHA.
+ Responsible for developing and designing new methodologies, processes, and projects to accommodate changes in strategy, performance, or current business practices.
+ Provides thought leadership and define analytical and/or statistical methodologies for evaluating operations processes, business problems, and/or ROI of products and services.
+ Identify trends, opportunities and challenges through analysis and provide data driven recommendations across key areas related to safety.
+ Utilize predictive analytics and statistical models to gain insights into future performance
+ Create a data culture & a center of excellence to drive analytics adoption across the organization
+ Develops and implements strategies and standards to drive effective fleet corrective action and project plans.
+ Coordinates the collection of safety program and safety performance information to prepare easily digestible Executive Safety performance reports; performing statistical analysis, decision analysis, risk and impact evaluations.
+ Identifies programmatic and safety data system enhancements necessary to achieve excellence in Safety Performance.
+ Assists the Director, Safety & Aviation Services, with developing and implementing strategic initiatives to close fleet level performance gaps and achieve TVA’s goals and objectives related to Safety.
+ Gathers intelligence and advises the Director, Safety & Aviation Services, and the Designated Agency Safety & Health Official (DASHO) regarding emerging regulatory issues or performance trends that might impact TVA Safety policies, projects, initiatives, or strategic objectives.
+ Solves complex problems with a broad perspective to identify innovative solutions.
+ Maintains an awareness of utility Operating Experience, industry events, NISHA, OSHA, NRC, and Industry of Nuclear Power Operations activities to identify improvement opportunities in safety.
+ Responsible for coordinating audits and initiatives to ensure strong quality relationships with the Office of General Counsel, the Office of Inspector General, OR&A, and OSHA.
+ Maintains Safety & Aviation Services GOES functions, coordinating stakeholder reviews and updates as required. Provides corporate oversight of Safety Programs, Technical Policies, and other safety documents meet the expectations for high standards of performance consistent with industry and regulatory standards.
+ Serves as the central focus for safety related performance issues, taking inputs from all levels of the organization and appropriately moving them up the management chain to achieve successful solutions.
+ Leads functional teams on special projects and works independently with guidance on only the most complex tasks
Minimum Qualifications (Consistent with Classification Standard):
Education— A Bachelor’s degree in Engineering or Science related discipline; or equivalent education, training & experience.
Experience— Ten years of progressive experience in the utility industry, to include experience in an operating environment. Prior regulatory, health and safety, project management, human performance, causal analysis, performance improvement, business planning, and supervisory experience desirable.
Knowledge, Skill, Abilities:Strong communication skills (verbal and written) and project management skills are necessary. Must be able to effectively communicate at all levels, with demonstrated critical thinking and negotiating skills. Must be self directed, with strong multi-task, change management, and problem solving skills. Understanding of relative risk posed to personnel by of plant and transmission systems and components. Understanding of principles of project management, business planning, and project approval processes. Comprehensive knowledge of Safety Standards for protection of personnel and equipment.
