R iverside County Department of Housing & Workforce Solutions (HWS), Continuum of Care Division, is seeking to fill a Senior Program Specialist vacancy located in Riverside .
This posting may be use to fill future Senior Program Specialist positions with HWS throughout Riverside County.
The Senior Program Specialist will primarily be providing guidance to subordinates, taking on more complex and challengingassignments, handling programs and Federal/ State grants such as California Emergency Solution and Housing (CESH), Homeless Housing, Assistance and Prevention (HHAP),and HUD-Continuum of care. Other duties also include grant writing, monitor budget/ contracts and programs, project management and will be presenting to large audiences.
Competitive candidates will have experience in grants writing, project management, and the ability to build and establish collaborate relationships.

EXAMPLES OF ESSENTIAL DUTIES
• Analyzes new and revised legislation which govern social services, senior citizens, and/or child support programs to determine impact upon departmental operations and those of service provider contracts and interagency agreements.
• Plans and coordinates the development of new and revised programs, contracts, and interagency agreements with department staff, other County departments, and community agencies.
• Analyzes legislation and compiles appropriate parameters and evaluation criteria for service providers; prepares invitation for bids, reviews bids submitted for compliance with specifications, analyzes bids and makes recommendations for awards.
• Coordinates the contract approval process and the transition of service providers to new contracts; negotiates contract extensions and modifications to interagency agreements and contracts.
• Provides supervision and guidance to subordinates to develop research and analytical skills; performs the more difficult and complex administrative assignments and studies which require broader departmental knowledge and/or more advanced analytical and research skills.
• Develops and makes recommendations for procedural or organizational changes including staffing requirements and costs.
• Outlines proposed recommendations for administrative and supervisory staff and reviews input submitted by them to determine the most cost effective and productive approach.
• Coordinates with staff to implement revised operational procedures and acts as a technical expert or resource person to department staff and other interested individuals regarding social service programs, policies and procedures.
• May compose selected correspondence, reports and directives for use by the director and designated staff members in public hearings and meetings with State officials; may serve as a department representative on various social services, senior citizen, and child support committees.
MINIMUM QUALIFICATIONS
Knowledge of: Rules and regulations governing social services, senior citizens, and/or child support programs; the principles, philosophies, and operation of social services programs; principles of organization, planning, research, and analysis; principles of effective supervision.
Ability to: Perform difficult or complex analysis and evaluations involving independent judgment and initiative; perform the more complex review of departmental or contract provider methods, policies, and procedures; perform complex mathematical and statistical computations required for reports and cost analysis; understand and apply departmental policies, practices, and procedures; acts as liaison between the department and other governmental agencies; establish and maintain effective lines of communication and working relationships at all organizational levels; work in the presence of changing priorities and tight time schedules; operate a microcomputer and use a variety of applications software packages.
Experience: Two years of experience performing at least two of the following functions: analytical analysis and evaluations; report writing; cost analysis; reviewing and interpreting legislation and/or regulations and projecting probable impacts; collecting, organizing and evaluating data and making recommendations i.e.: two years of a combination of experience to demonstrate the knowledge and abilities listed. Positions filled in the Department of Public Social Services require one year of experience comparable to a Program Specialist I/II in a California County Department of Public Social Services.

License/Certificate: Possession of a valid California Driver's License is required.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

CalPERS is governed by the Public Employees' Retirement Law. The Retirement Law is complex and subject to change. DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
