We are seeking a Senior Project Financial/Control Specialist to support our Internal Revenue Service (IRS) projects.
The Project Financial/Control Specialist will support IRS contracts in complying with all processes and procedures to monitor and track the financial health of the projects. The Project Financial Control Specialist will also provide project support activities as needed to meet customer and project requirements.
The selected candidate can work primarily remotely in the DC metro area and must be able to attend meetings 2 - 4 times a year at the Maximus office in McLean, VA. If client requests, there is also a potential to attend a meeting at the IRS facility in Lanham, MD. May consider highly qualified candidates outside of DC area.
•Work with the Company financial applications and processes.
•Assemble data for trending and forecasting.
•Work with the Project Manager (PM) to track and forecast financial performance on project including primary and subcontract commitment and expenditures to ensure conformance to budgetary limits.
•Support the PM in day-to-day business operations functions. This includes Project Control activities (CPFF, T&M and FFP projects), Subcontractor management, Accounting labor/ODC adjustments, client and vendor invoice reconciliation to job cost data, and project plan management. Develop and track project spend plans, budget execution status reports, and perform variance analyses.
•Responsible for profit center financial management including: financial forecasts (revenue, labor, ODC and direct material estimates) for fiscal month, quarter & year; monthly analysis of revenue and profit; and calculation of gross and net contribution and other financial measures and ratios.
•Assist in the development of Basis of Estimates for price proposals.
•May support the PM with on-boarding activities for new staff to include: collecting, processing and tracking IRS specific forms for laptop and badge, security training, etc.
•Support the Project Manager and team with the preparation of presentations (such as PMRs), status reports, meeting minutes, project metrics, monthly and/or quarterly client deliverables, ad hoc customer reports, and various project documentation as needed.
QUALIFICATIONS
•Bachelor's Degree from an accredited college or university required, an additional four (4) years of related work experience can substitute for a degree.
•At least five (5) years of related experience, including three (3) years of federal contract budget and financial analysis experience.
•Experience with an automated job cost accounting system.
•Experience tracking financials for T&M and FFP Federal contracts, and at least basic knowledge of CPFF.
•Experience with financial forecasts and revenue/profit/variance analysis and general contract administration for Federal projects.
•Experience developing Federal project budget, basis of estimate (BOE) for price proposals, and Estimates at Completion (EAC).
•Experience with MS Office Suite to include Excel (proficient level), PowerPoint (proficient level), Word (proficient level).
•The ability to work on multiple initiatives simultaneously.

Additional Requirements, as per Contract/Client:
•Candidates must meet requirements to obtain and maintain an IRS Minimum Background Investigation (MBI) clearance (active IRS Moderate Risk MBI clearance is a plus).
•Candidates must be a US Citizen or a Legal Permanent Resident (Green Card status) for at least three (3) years, and be Federal Tax compliant
Job Summary
Essential Duties and Responsibilities:
- Responsible for preparation of project financial forecast including loading labor data into corporate model; validating ODC forecast and that overall forecast values are consistent with corresponding client Task Orders; and participating in reviews with management to finalize and submit forecast.
- Prepare any quarterly revenue adjustments required to correct revenue for impact of billed indirect rates exceeding expected actual rates.
- In conjunction with Financial Analyst, track costs, billing/invoice adjustments, contract-to-date expenditures for sub-contractors and temporary labor.
- Oversee/review monthly accruals.
- Prepare monthly variance analysis for management review.
- Provide coverage in the absence of Financial Analyst or Coordinator.
- Responsible for ad hoc reporting requests from Finance Director and Project Director.
- Senior liaison between Finance and Human Resources departments regarding forecasting and job categorization.
- Overall preparation of the monthly CPFF invoice to DOH, including review of supporting schedules prepared by other department staff.
- Support management to respond to ad hoc client requests for supporting documentation, cost allocations/analysis, etc.
- Prepare or oversee preparation of reports.
- Prepare pricing and other cost estimates, including those related to contract amendments/task orders.
- Participate in all internal and external audits and maintains reports and data related to and necessary for audits.
- Ensure the security and privacy of financial information.
- Responsible for adhering to established safety standards.
- Must be able to remain in a stationary position for an extended period of time.
- Occasionally lift, carry, or otherwise move items weighing up to 25 pounds.
- Work is constantly performed in an office environment.
- Perform other duties as assigned by management.
Minimum Requirements:
- Bachelor's degree with 5+ years of experience.
- Advanced degree or professional designation preferred.
- Develop solutions to a variety of complex problems.
- Work requires considerable judgment and initiative.
- Exert some influence on the overall objectives and long-range goals of the organization.
