M&J is seeking a Senior Project Manager (PM) to perform construction management services (CMS) support for a major client in the Washington, D.C. Metropolitan Area. The PM is responsible for planning and overseeing the construction of a new facility encompassing manufacturing and office space. This position entails serving as the Owner’s Representative responsible for overall schedule, budget, and records management, quality assurance, and subcontractor compliance with all applicable safety, regulatory, and permitting requirements.
Responsibilities:- Oversees the construction project.
- Reviews and manages the budget and cost estimates.
- Coordinates and collaborates with subcontractors, engineers, architects, and key team members of the project team.
- Allocates and manages project resources including personnel and material.
- Conducts onsite inspections to monitor progress and quality standards.
- Manages the work of field staff and provides guidance.
- Prepares detailed status, inspection, safety, financial, progress, etc. reports.
- Ensures adherence to all health, safety, and building code standards.
- Manages construction schedule and activities.
- Manages records maintenance program for all project documents.
- Reviews and recommends action for all incoming documentation, including tech specs, drawings, change orders, deficiency notifications, invoices, etc.
- Performs other related duties as required or assigned.
The ideal candidate will have the following qualifications:
- Undergraduate (BS) and/or master’s degree (MS) in Architecture, Engineering, or Construction Management, or equivalent.
- Professional Engineer (PE), Project Management Professional (PMP), and/or Certified Construction Manager (CCM) qualification highly preferred.
- 10-15+ years of related project management experience overseeing large, multimillion dollar construction projects involving mixed-use facilities (e.g., administrative, labs, manufacturing and production, weapons ranges, etc.).
- Demonstrated experience working as an Owner’s Representative, preferably with Federal Clients.
- Strong knowledge of the A/E and vertical construction industries is required. The ideal candidate will have experience in architecture, engineering, mechanical and electrical systems installation and commissioning, plumbing and fire protection systems, and QA/QC construction inspections.
- Knowledge of relevant building codes and industry best practices is required.
- Must be fluent in English with excellent verbal and written communication skills.
- The ability to maintain detailed written records of day-to-day activities is critical.
- Must be able to lead in-progress reviews and other technical meetings, including giving oral and written presentations to VIPs.
- Must be proficient in Microsoft Office suite.
- Ability to operate effectively in a fast-paced and variable work environment while simultaneously managing multiple task orders at different worksite locations and delivering a superior product.
- Must be proficient with using basic hand tools, meters, monitoring equipment, and field instrumentation.

- Applicant must be a US citizen or authorized to work in the US.
- Applicant must be able to pass a background check.
- This position is full-time and located at the Client’s worksite.
- Applicant must be able to work on active construction sites, including standing/walking for several hours at a time, climbing/descending ladders, and moving safely over uneven terrain or in confined spaces. Some projects may require time spent outdoors in rain/snow or extreme heat/cold.
