SUMMARY
The Senior GIS Data Manager will oversee and manage complex GIS data operations within the Directorate of Public Works (DPW) at Joint Base Lewis-McChord (JBLM). This role is responsible for ensuring the integrity, accuracy, and security of spatial data, supporting GIS application customization, and providing advanced data analysis and modeling to support infrastructure, environmental, and operational projects. The Senior GIS Data Manager will utilize ESRI GIS products to maintain and enhance system performance, ensuring compliance with spatial data standards.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
- Manage GIS data layers, including data acquisition, editing, modeling, and maintenance, ensuring compliance with Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE).
- Oversee the integration of GIS data with other geospatial data sources, such as AutoCAD, Microstation, LiDAR, and remote sensing data, to enhance the utility and accuracy of GIS outputs.
- Utilize ArcGIS Pro and ArcSDE for data management, complex data analysis, and maintenance of GIS databases.
- Develop and implement web map scripting to deploy data for geospatial consumers, automate GIS workflows, and improve system performance.
- Handle GIS user requests efficiently through a work management application, prioritizing and managing tasks to meet project timelines and support requirements.
- Provide advanced GIS data analysis, including spatial queries, data integration, and mapping services, to support planning, management, and operational decision-making within DPW.
- Maintain a corporate GIS data set deployed from MS SQL Server and synchronized with existing enterprise relational databases, supporting data collection techniques and field sensors.
- Generate and maintain accurate database attribution, metadata, and support documentation to ensure business continuity and facilitate knowledge transfer.
- Conduct fieldwork to collect spatial data and verify the accuracy of existing datasets.
- Collaborate with engineers, planners, IT professionals, and project managers to align GIS solutions with project requirements and operational objectives.
- Provide technical support and training to GIS users within DPW, enhancing their ability to utilize GIS tools effectively for various projects.

SKILLS AND QUALIFICATIONS
- Proficiency in ESRI GIS software, including ArcGIS Pro, ArcSDE, and ArcMap extensions (e.g., Spatial Analyst, 3D Analyst).
- Strong knowledge of GIS data management principles, spatial data integration, and data modeling.
- Familiarity with Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) and ability to ensure GIS operations are compliant with these standards.
- Experience with web map scripting, data automation, and system optimization techniques.
- Excellent analytical and problem-solving skills, with a high level of attention to detail.
- Experience in managing GIS user requests using work management applications to track, prioritize, and resolve issues efficiently.
- Ability to work collaboratively in a team environment and effectively communicate technical concepts to non-technical stakeholders.
- Familiarity with DoD and Army GIS standards, cybersecurity protocols, and best practices in data security and management.
EDUCATION & EXPERIENCE
- Bachelor’s degree in Geography, Geospatial Science, Environmental Science, Urban Planning, or a related field. A master’s degree is preferred.
- GIS certification (e.g., GISP) is highly desirable.
- Minimum of 5-7 years of experience in GIS data management, spatial analysis, and application development, preferably in a government or military setting.
- Experience with data migration from other geospatial data sources and integrating data through GPS or mobile technologies.
SUPERVISORY RESPONSIBILITY
This position may involve supervisory responsibilities, including overseeing junior GIS staff, coordinating project tasks, and providing technical guidance.
WORK ENVIRONMENT
- The role is primarily office-based, working with GIS software and databases.
- Involvement in meetings and collaborative sessions with engineers, project managers, and IT professionals.
- Occasionally required to conduct fieldwork for data collection and verification.

PHYSICAL DEMANDS
- Regular use of computer equipment and office tools for GIS data analysis and mapping.
- Capability to perform fieldwork, including walking, standing, and carrying equipment to various project sites.
POSITION TYPE/EXPECTED HOURS OF WORK
- Full-time, 40 hours per week.
- Standard work hours are 7:00 AM to 4:00 PM, Monday through Friday.
- Flexibility to adjust hours as needed to meet project deadlines and operational demands.
TRAVEL REQUIREMENTS
Regular commute to primary work location is not considered travel. Occasional travel may be required to conduct fieldwork, attend training, or participate in meetings at other locations such as the Yakima Training Center. Minimal overnight travel expected.
CLEARANCE/LICENSE REQUIREMENTS
- Must possess or be able to obtain a security clearance in accordance with DoD regulations.
- Compliance with all JBLM and DoD cybersecurity and information assurance protocols is mandatory.
