Leidos Digital Modernization sector is seeking a results-oriented Senior Systems Architect to serve as Key Personnel to support the Nuclear Command, Control, and Communications (NC3) Enterprise Center’s (NEC) Systems Engineering and Integration (SE&I) Division at Fort Meade, MD.

The SE&I Division serves as the hub for systems engineering and enterprise architecture, and as the technical authority for the Nuclear Command, Control, and Communications within the Department of Defense. Our customer, directed by the Commander, U.S. Strategic Command (USSTRATCOM), applies subject matter expertise and best practices to translate mission and operational requirements into solutions and operational capabilities.
In this Key Personnel role, you will work as a contributing member of the Sustainment & Evolution Configuration Management team within NEC SE&I that will describe and integrate all current planning for modification, upgrade, evolution, and modernization of existing Nuclear C3 systems. These activities will focus on implementing System-of-System methodologies and integrating Nuclear C3 System Architectures into a detailed Enterprise Architecture.

What will you do in this role?
Produce analysis reports for the NC3 Enterprise Joint Change Control Board by attending systems and site-specific Configuration Control Boards (CCBs) and configuration management working groups.
Advise and assist the Government in the development and review of Engineering Change Requests (ECRs) and Operational Certification Packages (OCPs).
Advise the Government on continuous improvement recommendations to the SE&I Systems Engineering Rubric for evaluating the merits of new/enhanced NC3 capabilities.
Develop and execute the digital engineering strategy for the NC3 Enterprise that includes CM process automated/digitized workflows; a configuration management application requirements document and federated data framework; and automated audit/verification processes.
Lead other Systems Architects with NC3 Enterprise subject matter expertise to support the digital engineering data strategy.
Basic Qualifications
Current Top Secret clearance with immediate SCI read-in eligibility.
Master’s Degree with 10+ years’ experience, or Bachelor’s Degree and 12+ years’ experience, or Associate’s Degree and 14+ years’ experience, or High School Diploma and 16+ years’ experience.
Must possess one or more of the following:
Bachelors in engineering, computer science, or educational equivalent.
The Open Group Architecture Framework (TOGAF) certification.
DoD Architecture Framework (DoDAF) certification.
At least 10 years of experience should include the following:
4 years’ working with Open Systems Interconnection (OSI) and International Standards Organization (ISO) reference models, and profiles of standards, such as Institute of Electrical and Electronic Engineers (IEEE) Open Systems Environment (OSE) reference model, as they apply to the implementation and specification of Information Management (IM) solution of the application platform, across the application program interface (API), and the external environment/software application.
2 years working with with Technical Architecture Framework for Information Management (TAFIM) compliance.
4 years establishing system information requirements using analysis of the information.
3+ years of demonstrated relevant experience with the NEC or equivalent relevant experience at the Joint Staff, Service Headquarters, or Combatant Command level.
Preferred Qualifications
Understanding of, and experience with, operations and technical characteristics of Nuclear C3 systems to include strategic communications systems, sensor and radar systems, and communications systems deployed at nuclear command centers and on nuclear capable platforms.
An understanding of the Pillars/Elements of Configuration Management and experience in applying those concepts within a systems engineering context.
Ability to apply system engineering techniques and/or system architecture concepts to specific secure and survivable communications.
Background conducting architecture/performance trade-off analysis, and engineering designs of Nuclear C3 Systems.

Pay Range:
Pay Range $122,200.00 - $220,900.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
