About the Job
The MAXIMUS ConnectionPoint Team is looking for a highly motivated and skilled Senior Technical Product Analyst (TPA) to join the Service Delivery Team.
The #MARS Service Team is responsible for modernizing the current product offerings for MAXIMUS' core markets of eligibility, enrollment and customer service. The Senior Technical Product Analyst will work under the guidance of the Technical Product Owners to produce technical requirements, assist with product analysis, perform implementation activities, and provide ongoing support to ConnectionPoint product offerings. The ideal person to fill this role should be someone with critical thinking skills who is self-motivated and has the ability to synthesize complex business requirements into actionable goals for the engineering team.
Responsibilities:
• Serve as a Technical Owner of component functionality as part of the Agile SDLC.
• Review and contribute to the development of functional user stories and work with the development team to create technical user stories.
• Work with the development and testing teams to ensure common understanding of user stories and ensure that acceptance criteria is complete, accurate, and testable.
• Help guide the UI/UX design and ensure that the team is adhering to established styles and design principals.
• Actively participate in the creation of design specifications, user manuals, release notes, and general system documentation by analyzing business needs and creating or updating requirements.
• Work with the project team to understand how the present and future business needs may impact the solution.
• Evaluate existing business processes, uncover areas of improvement, and analyze and recommend solutions as they relate to the ConnectionPoint Products.
• Provide clarity on existing business flows to help furnish an understanding of As-Is and To-Be of product functionality.
• Create new insights to help address essential business questions from the design, development and testing teams.
• Establish data-driven methods for effectively understanding and improving upon requirement accuracy
• Become a subject matter expert on the ConnectionPoint Product offerings.
• Work with the MAXIMUS project teams on assigned implementation activities for the ConnectionPoint product offerings.
• Provide production support to tenants utilizing the ConnectionPoint Product offerings.
• Provide production support to the operations team.
• Monitor project batch jobs for accuracy and timeliness of deliverables.
• Participates in data migration analysis when applicable.
• Serve as a communication bridge between business stakeholders and systems engineers.
• Implement process improvement by creating documentation and training team members on technical and functional processes.
• Develop ad-hoc SQL queries as needed for reporting, analysis, or data updates as needed.
• Work on complex issues where analysis of situations or data requires an in-depth evaluation of variable factors.
• Performs other duties as may be assigned by management.
Experience, Skills, and Background:
• A Bachelor's degree and a minimum of 5 years' experience in systems analysis or a related field
• Exceptional analytical and conceptual thinking skills
• Experience working with a diverse set of business and stakeholder groups where constant collaboration and clear communication is paramount
• Very knowledgeable of MAXIMUS health services contact center, correspondence, and enrollment broker business processes
• Proven experience translating business requirements and objectives into technical requirements for development and testing teams
• The ability to influence stakeholders and work closely with them to determine acceptable solutions
• Familiarity with Agile and Product Management concepts, preferably certified.
• Experience working with APIs, integration and evaluation tools.
• Working knowledge of SQL and Data Modelling concepts.
• Excellent documentation skills
• A track record of following through on commitments.
• Excellent planning, organizational, and time management skills
• Solid understanding of Domain Driven Design.
• Requirement solicitation techniques - Event Storming, Story Mapping etc.
• Workflow development - Experience developing workflow using BPMN and Business Rules development using DMN.
Job Summary
Essential Duties and Responsibilities:
- Serve as primary point of contact with MAXIMUS project staff and/or clients to define the business and technical requirements of assigned projects.
- Act as primary liaison between project business staff and technical staff.
- Responsible for gaining a detailed understanding of components of the business and translating that knowledge into the requirements for systems or processes.
- May lead area of requirements development including work plan development and task, timeline and resource management.
- Define and document data file extracts, automated process flows and report structure, image and content to support application development, enhancement and maintenance.
- Design, document and produce ad hoc reports for supported projects that tabulate, summarize and report data to support project activities.
- Evaluate and recommend enhancements to application efficiency and reliability.
- Test application processes and participates in design and code walkthroughs.
- Audit, evaluate, track and report implementation and activity of project applications for QA/QC compliance.
- Assist with system support activities to address requested changes and enhancements.
- Perform other duties as assigned by management.
Minimum Requirements:

Pay Transparency
Maximus compensation is based on various factors including but not limited to job location, a candidate's education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment. Annual salary is just one component of Maximus's total compensation package. Other rewards may include short- and long-term incentives as well as program-specific awards. Compensation ranges may differ based on contract value but will be commensurate with job duties and relevant work experience.
