Responsibilities:
As the Senior Technology Modernization Transition Review (TMTR) Engineer for Joint Capabilities with MTSI, you will provide technical expertise for warfighting capability development, integration, and transition of technologies that close time-critical gaps in high-priority, multi-component warfighting missions.
Daily work is conducted as an integrated team member of the Multi-Domain Joint Operations (MDJO) Directorate under the Deputy Chief Technology Officer for Mission Capabilities (ASD (MC)) within the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)).
Work location is in Falls Church, VA at customer site (Suffolk Building).
Your primary responsibilities are to:
- Provide subject-matter expertise in warfighting technologies and capabilities.
- Develop data schema and analysis methodologies to visualize and summarize the context, trade space, risks, strategic priorities, and potential return-on-investment (ROI) to inform Senior DOD leadership R&D investment decisions.
- Develop data schema and analysis methodologies to visualize and summarize the context, trade space, risks, strategic priorities, and potential return-on-investment (ROI) to inform Senior DOD leadership R&D investment decisions.
- Perform analysis of OUSD(R&E) technology portfolios to identify and prioritize ‘best value’ investment recommendations as they relate to operational capability, OUSD(R&E) equities, acquisition considerations, and PPBE processes.
- Guide development of OUSD(R&E) data collection, organization, and repository to capture technical and programmatic information about technology initiatives across the DoD to integrate with the department’s Capability Portfolio Management approach (ref DoDD 7045.20).
- Deliver technical assessments and analysis to provide recommended innovative approaches, technologies, and capabilities to address critical joint warfighting capability gaps.
- Provide technical analysis and advice to inform capability requirements development and validation through the JCIDS process.
- Provide technical expertise to inform mission engineering studies, prototype development, experimentation, and global integrated wargaming.
- Collaborate with Service, Joint Staff, and OSD stakeholders to support the transition of technologies from prototypes and joint experimentation activities to Service programs of record.
- Prepare and deliver reports and briefings to 3-star and above DoD leadership.
- Minimum 15 years' of relevant work experience.
- Technical expertise in cutting edge technologies and application of technologies into new and innovative warfighting capabilities.
- Experience performing data analysis in support of leadership decision making.
- Proficient in advanced MS EXCEL spreadsheet operations and graphing techniques, such as heat maps, data driven Gantt charts, multi-chart overlays and dynamic data highlighting.
- Strong working knowledge of database schema and data tagging relationships (Not necessarily database development).
- Experience providing senior staff advice.
- Technical expertise in system capabilities, performance, and operations in at least two of the following areas:
- land, sea, air, and space platforms;
- offensive, defensive, kinetic, non-kinetic, and directed energy weapons;
- sensors for ISR and fire control;
- electromagnetic spectrum effects and management to include EW and 5G;
- application of automation;
- command, control, and battle management;
- logistics, CBRNE, fires, close air support, long range fires, targeting, and air and missile defense;
- UAS systems, counter-UAS systems;
- protection and security.
- Executive presence with highly effective communication and interpersonal skills combined with the ability to develop high-quality, professional briefings and written reports to succinctly capture key issues for 3 and 4 star flag officers DoD decision-makers.
- Must be highly organized with acute attention to detail.
- Self-starter, able to take initiative and accomplish work independently with minimal guidance.
Desired Qualification:
- Understanding of DoD Advana system.
- Acquisition program management certification Level 2, Systems Planning, Research, Development and Engineering (SPRDE) level 2, and Requirement management level B, or higher.
- JCIDS experience working with the Joint Staff in the military requirements process.
- Capability portfolio management experience and responsibilities with CPMRs, IAPRs, or TMTRs is a plus.
- OSD, Joint Staff, and/or Senior Service Staff experience.
Education Requirement:
- Bachelor's degree in engineering or a related technical field or equivalent experience.
Clearance Requirements:
- Active TOP SECRET clearance with Sensitive Compartmentalized Information (SCI) eligibility and Special Access Programs (SAP) experience.
U.S. Citizenship is required for this position.
