Job Description: Senior Training Specialist (Hybrid)
Location: 505 Hudson Street, Hartford, CT 06106 (Hybrid, 20% on-site required)
Work Schedule: 30-40 hours/week, Monday - Friday, 8 AM - 5 PM
Overview
The Connecticut Department of Children and Families (DCF) is seeking a Senior Training Specialist to support the implementation of the CT-KIND (Kid s Information Network Database) system. This new Comprehensive Child Welfare Information System (CCWIS) will replace the current LINK system, ensuring DCF compliance with federal regulations, enhancing operational efficiency, and improving family outcomes.
The Senior Training Specialist will work collaboratively with the CT-KIND project team, DCF staff, community partners, and technical experts to develop and deliver training materials that meet the needs of Child Welfare staff and support the system's integration.
Key Responsibilities
- Develop, design, and implement training materials, including instructor-led, web-based courses, job aids, presentations, and videos for CT-KIND.
- Collaborate with business, technical, and vendor teams to ensure training aligns with system functions and business processes.
- Facilitate training sessions for DCF staff, community partners, and external stakeholders.
- Conduct needs assessments to identify learning styles and optimize training delivery.
- Participate in Business Process Mapping and LEAN events to identify inefficiencies and streamline processes.
- Work closely with the Organizational Change Management (OCM) team to integrate OCM insights into training approaches.
- Oversee and assess the effectiveness of vendor-delivered training content.
- Track and address training-related risks, issues, and adjustments for post-implementation phases.
- Assist in developing and executing the overall training strategy for CT-KIND.
Qualifications
- Education: Bachelor s degree in Human Resources, Education, Communication, Social Work, or a related field.
- Experience:
- Minimum of 5 years of experience in designing, developing, and delivering training materials in a fast-paced, agile environment.
- Experience working on government or IT projects, particularly within child welfare or human services.
- Familiarity with CCWIS regulations and Connecticut child welfare policies (preferred).
- Proficiency with e-learning software (Articulate) and learning management systems (Saba).
- Strong knowledge of adult learning principles and instructional design best practices.
- Skills:
- Strong problem-solving and abstract thinking capabilities.
- Excellent verbal, written, and interpersonal communication skills.
- Highly organized, proactive, and able to manage multiple tasks with minimal supervision.
- Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, SharePoint, Outlook).
- Ability to facilitate training sessions for both small and large groups.
- Experience collaborating with community partners and external agencies.
