The Riverside County Flood Control Water Conservation District has an opportunity for a Senior Watershed Programs Analyst in the Watershed Protection Division and located in Riverside.
The Senior Watershed Programs Analyst is the working title for the classification of Senior Administrative Analyst.
The Senior Administrative Services Analyst is the lead level classification in the Administrative Services Analyst series and reports to an administrative manager level position. The incumbent will exercise a high degree of independent judgement and provide fiscal and program oversight support to Watershed Protection Division's Engineering Project and Environmental Program Managers. Completion of complex assignments will require in-depth administrative knowledge and proficiency.
The position does not require oversight of a unit of staff but instead provides a unique administrative skill set to Watershed Protection Division. The Senior Administrative Services Analyst plans and coordinates a variety of complex administrative services related to budget development and expenditures analysis, consultant services procurement and utilization support and supervision of intergovernmental cost sharing agreements and the District's National Pollutant Discharge Elimination System (NPDES) Benefit Assessment. Incumbents are required to prepare and analyze a variety of statistical reports and data to support program decision making. The incumbent will perform duties with a strong customer service ethic and a high level of independence and discretion.

The Riverside County Flood Control and Water Conservation District provides for the control and conservation of flood and storm waters and for the protection of watercourses, watersheds, public highways, life, and property from damage within its boundaries.
EXAMPLES OF ESSENTIAL DUTIES
• Review and examine on-going expenditures related to operations, approved budgeted items, staffing, and contracts; ensure expenditures comply with budgeted plan.
• Conduct and participate in financial and productivity audits; analyze productivity data; ensure departments are in compliance within requirements.
• Prepare a variety of complex financial reports; write justifications for proposed budget adjustments, request for qualifications, request for proposals, and Form 11s for approval.
• Develop staffing guidelines to monitor human capital; ensure appropriate funding is available for labor allocation.
• Compile and create highly complex statistical reports to ensure operation activities meet departmental requirements of programs or projects.
• Develop contract monitoring tools; evaluate and monitor contractor's performance; evaluate grant requirements.
• Analyze and write contracts; negotiate terms, conditions and prices of contracts; review cost comparisons from vendors; monitor expenditures of contracts.
• Perform costs and benefits studies to provide recommendations to management staff.
• Review and keep current with legislation to determine effect on departmental operations and programs.
• Identify operational problems and formulate appropriate solution under little direction.
• Collaborate with other divisions and units for departmental-wide projects.
• Evaluate procedures and policies of programs.
• May provide guidance, training and review the work of subordinate clerical staff.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment. (Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)

Experience:Oneyear of professional journey level experience in an administrative or staff capacity, which included responsibility for budget and expenditure analysis, contract monitoring or organizational analysis.
Other Requirements:
License: Possession of a valid California Class C Driver's License at the time of employment.
Knowledge of: Principles of administration, organization and management to analyze operations, services and programs; budgetary and contract monitoring.
Ability to: (1) Review and examine on-going program expenditures related to operations, approved budgeted items, staffing, and contracts and ensure expenditures conform with approved budgets; (2) Prepare a variety of complex financial and program performance reports; (3) Prepare justifications for budget adjustments, requests for qualifications/proposals, and Form 11s for approval; (4) Develop consultant services contract monitoring tools and critically evaluate and monitor consultant services providers' performance; (5) Analyze and prepare contracts, negotiate terms, conditions and prices of contracts, review cost comparisons from vendors, and monitor contract expenditures; (6) Perform cost and benefits studies and develop recommendations for management staff; (7) Identify operational concerns and prepare recommendations to management staff; (8) Maintain accurate records and preparing clear and concise reports; (9) Communicate clearly and effectively, both orally and in writing; (10) Make sound judgments within established practices, procedures and guidelines, and (11) Establish and maintain effective working relationships with other District divisions, staff of consultant services providers and others encountered in the course of work and establish and maintain effective relationships with city and county program partners.
Competitive Candidates will Possess:
Experience: Five years of increasingly responsible administrative and fiscal oversight experience gained in a in a program delivery oriented environment with multiple internal and external program partners.
Ability to: Critically evaluate regulatory requirements and assist in the development of projects and programs required for compliance; Compile and create highly complex statistical reports, including innovative graphical presentations, to help ensure activities and expenditures are meeting District and regulatory requirements; Prepare and deliver presentations and reports on aspects of program administration and project delivery to a variety of audiences including technical advisory committees, and deliver a strong customer service ethic and demonstrate excellent communication skills.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
