About the Job
The County of Riverside seeks candidates to fill positions throughout Riverside County. A list of eligible candidates will be established to fill current and future vacancies.
The County of Riverside's Office of Economic Development has opportunities for a Service Area Manager III located in Riverside and assigned to the County Service Area division (CSA). Riverside County CSA division maintains county owned parks, water treatment facilities and over 8 million square feet of landscaping.
The incumbent will manage and oversee the development and maintenance of community facilities, landscape maintenance, water supply, sewage disposal, and other services as required. The Service Area Manager III also prepares personnel needs, budgeting and presentations for service contract negotiations as well as monitors compliance of contract agreements. Other duties include making recommendations for purchases of equipment and supplies; prepares correspondence and reports; and will train, supervise, schedule, and evaluate staff.
This class is the top level in the series. Service Area Manager III is distinguished from Service Area Manager II by the former's responsibility to provide a broader range of services; to prepare and monitor a large and complex budget; and to provide services to a larger Service Area.

EXAMPLES OF ESSENTIAL DUTIES
• Depending on the assigned Service Area, directs the operation and maintenance of community facilities, such as, a multipurpose community or Senior Citizen's Center, a sports complex, golf course and club house, parks.
• Provides one or more of the following services: landscape maintenance, refuse collection, sewage disposal, water supply, street lighting, drainage control, police protection.
• Assesses, recommends, and provides approved activities to meet the Service Area's recreational needs.
• Organizes, directs, and leads a variety of recreational, social, and cultural activities; supervises the implementation of park and recreational programs; determines personnel needs.
• Develops the Service Area's annual budget; monitors expenditure to assure compliance with budget provisions.
• Prepares background information, recommendations, and presentations for service contract negotiations; monitors compliance of contract agreements.
• Prepares and proposes ordinances, plans, and policies affecting the services and operation of the Service Area; ensures compliance with the CSA's requirements for receiving particular services.
• Meets and confers with the Service Area Advisory Committee to develop community rules, regulations, and services rates.
• Makes recommendations for purchases of equipment and supplies; prepares correspondence and reports.
• Enlists and maintains community support of and participation in the programs and activities sponsored by the CSA; may select, train, supervise, schedule, and evaluate staff.
MINIMUM QUALIFICATIONS
Experience:Four years of managerial, administrative, or staff experience which included responsibility for at least two of the following functions: budget preparation and control, fiscal management, general administrative systems and procedures, or personnel administration. (Education may be substituted for up to two years of the required experience on the basis of 60 semester or 90 quarter units completed from a recognized college preferably with major coursework in recreation, physical recreation, public administration, business administration, or a related field being equal to one year of experience.)

Knowledge of:Principles and methods of public and business management; organization, fiscal, and personnel management; budget preparation and control; methods and practices operating recreation facilities; community resources; problems and concerns of various age groups; effective public and community relations; basic first-aid.
Ability to:Plan, develop, and organize a schedule of community activities; direct and supervise personnel; establish and maintain budgetary controls; analyze and interpret data, situations, evaluate alternatives, and make sound decisions; lead and instruct groups of people; establish and maintain good public relations with individuals and groups both within and outside the community; maintain records; prepare comprehensive reports.
License/Certificates: Possession of a valid Class C California Driver's License minimum.
Physical Requirements: will be required to perform lifting, carrying, pushing, or pulling up to 25 pounds in weight.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

CalPERS is governed by the Public Employees' Retirement Law. The Retirement Law is complex and subject to change. DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
