The County of Riverside's Sheriff's Office is seeking to establish a pool of candidates for the Sheriff's Services Records Clerks I/IIclassifications for the Desert Region in Riverside County which includes the cities of Palm Desert, Indio, Thermal and Blythe.
Sheriff's Records Clerk I
Salary:$35,949.26 - $51,587.37 Annually
The Sheriff's Records Clerk I perform a wide variety of specialized clerical support services to the Riverside County Sheriff's Office, which may include: interacting with incarcerated persons, criminal database verification, providing assistance to the public and other branches of law enforcement; performing other related duties as required. Incumbents will be required to develop an understanding of technical subject matter unique to the work and gather and inspect local, state, and federal criminal history; apply penal codes, rules, and regulations accordingly.
Sheriff's Records Clerk II
Salary: $37,877.00 - $55,112.20 Annually
The Sheriff's Records Clerk II is the journey-level classification. The Sheriff's Records Clerk II will be responsible for performing the most complex specialized clerical duties in support of Sheriff's station records processing. Incumbents are required to have a working knowledge and application of law enforcement codes, vocabulary, and procedures.

EXAMPLES OF ESSENTIAL DUTIES
• Maintain confidential criminal records related to law enforcement activity; operate, access, and query multiple automated and manual criminal justice information systems and subsystems.
• Process a variety of criminal records that can include warrants, subpoenas, restraining orders, and criminal and traffic citations using the California Law Enforcement Telecommunication System (CLETS) and the National Crime Information Center (NCIC) database.
• Review warrants and other court and legal documents to verify that information is in accordance with applicable regulations, laws, and procedures.
• Update information on the status of warrants, seals, and purges records in compliance with court orders and state statutes, code citations, accidents, and other reports according to Uniform Crime Reporting standards.
• Research and compile data for subpoena compliance; provide information to other law enforcement agencies, courts, attorneys, and the public in accordance with legal requirements governing the release of criminal record information and crime and incident reports.
• May schedule appointments and court appearances; notify other agencies of detainers or holds.
• Conduct record searches in a centralized law enforcement databases to assist with criminal and other investigations.
MINIMUM QUALIFICATIONS

Experience:Any combination of education and experience that would provide the knowledge and abilities listed below.
Sheriff's Records Clerk II
OPTION I
Experience: One year of experience as a Sheriff's Records Clerk I with the Riverside County
OPTION II
Education: Completion of 18 semester or 27 quarter units from an accredited college or university in secretarial sciences, office practices, business education, or a closely related field. (360 hours of training from a recognized occupation training program in secretarial science, business education, or a closely related field will satisfy the education requirement.)
OPTION III
Experience:One year of clerical experience.

Knowledge of:Basic functions and activities of a law enforcement agency; basic record keeping and accounting methods and procedures; computer operating systems; correct English usage, grammar, and rules of punctuation and spelling; standard and legal requirements on confidentiality and privacy.
Ability to:Access automated criminal justice information systems to enter, modify, and retrieve data into local, state, and national computer systems; work in a law enforcement environment; develop a working knowledge of departmental operations, procedures, and regulations; understand, interpret, and apply departmental policies, procedures, rules, laws, regulations, ordinances, functions, and processes applicable to the management of local, state, and federal law enforcement records; handle stressful situations with the public and cope with a variety of individuals who may be hostile, aggressive, irate, uncooperative, and/or emotionally disturbed; maintain effective working relationships with those contacted in the course of work.

Pre-Employment

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

CalPERS is governed by the Public Employees' Retirement Law. The Retirement Law is complex and subject to change. DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
