The Site Safety Officer will ensure employees working onsite are aware of, observe, and comply with RECON Health & Safety Programs and safe work plans, permits, industry standards, client and project specific requirements; and applicable laws for environmental remediation and earthwork construction. Accountable for accurate and timely reporting of field data related to the safe performance of construction work activities, including man-hours, incidents, and accidents.
This position requires boots-on-the-ground capabilities with a strategic mindset ready to take on various responsibilities in the safety department related to environmental, demolition, geotechnical, mining reclamation (MSHA), or heavy civil remediation sectors.

The Site Safety Officer will ensure employees working onsite are aware of, observe, and comply with RECON Health & Safety Programs and safe work plans, permits, industry standards, client and project specific requirements; and applicable laws for environmental remediation and earthwork construction. Responsibilities
- Manage daily safety operations for construction projects as assigned, including direct oversight of Site Safety Technicians and educate project teams on establishing and maintaining safe work conditions, instill safety awareness in each RECON team member of the construction crew onsite
- Lead and coordinate the training and enforcement of safety best practices, safe work conditions, and safety awareness to ensure project work is executed safely for both new and existing RECON employees
- Manage RECON's Behavior-based Safety Program by promoting proactive and preventive activities through observing, analyzing, and encouraging safe work behaviors as well as correcting unsafe work conditions, and documenting observations through Stop Work Authority and Hazard Observation Form cards for entry into Safety Trends system
- Assist Project Managers and Superintendents integrate safety into the project plans, establish safety goals, and reinforce safety policies and procedures
- Distribute safety policies, guidelines, and information to the project management team, perform weekly safety audits to evaluate the job site, discuss safety issues, and ensure programs and are implemented at the project level
- Verify implementation of Health and Safety Plan requirements, implement and follow all aspects of RECON's safety program, develop amendments as required and submit them to the National Safety Manager and/or Vice President of Safety for approval prior to performing those tasks
- Work closely with the Construction Managers, Superintendents, subcontractors, and project teams to promote safety, ensure safe work practices, and assist with the maintenance of all required work permits
- Provide input, implement, and maintain the site-specific Job Safety Analysis, write Job Safety Analysis Plans, and conduct daily safety meetings
- Start accident and injury investigations as needed, create incident reports and ensure timely reporting, bring to resolution, and implement corrective action for each incident, manage the "Root Cause Analysis" program and communicate lessons learned through the RECON Daily Safety Minute email program
- Attend project related client meetings, present and prepare project specific safety metrics and trends
- Assist with case management and workers' compensation issues on the project when needed
- Maintain training and medical certification files for the project team working onsite, assist with implementing the Drug and Alcohol Program, maintenance of required physicals, 8 hour refresher and and new required training by law or the client
- Maintain environmental instrument calibrations, check and bump check as required by the specific instruments daily, record and maintain data for the project file, and post summary data
- Ten or more years of construction safety experience managing health and safety onsite for environmental remediation, soil, or earthwork construction projects with knowledge of behavioral-based safety programs
- Degree in Industrial Hygiene, Occupational Health and Safety, or Environmental Health and Safety preferred or relevant years of experience in place of a degree.
- CSP, CHST, OSHT, and other accredited professional designations are preferred.
- 30-hour OSHA construction safety class or equivalent, preferably within last 5 years
- An average of 24 hours of formal safety training annually for the past 5 years, may include specific training to achieve Competent Person status for at least one (1) of
