SUMMARY: WinTec Arrowmaker, Inc. is a defense contractor dedicated to providing outstanding program management, engineering, logistics, and operations support to Department of Defense customers. The SME Information Warfare Plans and Capabilities Analyst will Serve as an Information Warfare (IW) and ISR Plans and Capabilities Analyst within 16AF/A8. And advise and assist with challenges concerning operational integration of capabilities across 16AF, organizational design and force structure, collaborative processes and procedures, tactics, techniques and procedures (TTPs), and capability sustainment issues. The SME Information Warfare Plans and Capabilities Analyst will advise and assist with challenges concerning operational integration of capabilities across 16AF, organizational design and force structure, collaborative processes and procedures, tactics, techniques and procedures (TTPs), and capability sustainment issues. Furthermore, the SME Information Warfare Plans and Capabilities Analyst will effectively carry out their mission areas to provide oversight and guidance to CONOPS, program development, named operations and exercise activities.; while reporting directly to the WinTec Program Manager.
ESSENTIAL JOB FUNCTIONS: Responsibilities will include, but are not limited to:
- Define problems, supervise studies and lead surveys to collect and analyze data to provide advice and recommend solutions. Create and update network maps and logical network paths.
- Extensive ability to provide strategic advice, technical guidance and expertise to Defense planners and policymaker (e.g., Undersecretary level or higher).
- Demonstrates analytic leadership and expertise in identifying, planning, developing, and executing analytic production methodologies, tradecraft and techniques aligned with SME Information Warfare Plans and Capabilities Analyst.
- SME Information Warfare Plans and Capabilities Analyst will provide assistance to integrate and converge new and existing IW and ISR capabilities (including concepts, plans, and strategies) to enable the mission success of 16AF operations.
- Conduct technical research, analysis, and advisory of potential IW technological solutions to meet current and future capability requirements.
- This scope will apply to subordinate wings including activities supporting the 480 ISRW (DCGS), 363 ISRW mission capabilities (support to SOF) and 70 ISRW.
- Apply Subject Matter Expert (SME) knowledge to issues impacting ISR Support to Special Operations Forces (SOF), as well as provide oversight, continuity, innovative solutions, and advocacy on operational issues impacting the subordinate wings.
- This position is part of a large program supporting Air Combat Command’s (ACC) Intelligence Surveillance and Reconnaissance (ISR) mission.
QUALIFICATIONS:
- Master’s degree from an accredited college or in a related discipline with 8+ years Air Force/DOD experience -OR- have Bachelor’s degree from an accredited college or university in a related discipline with an additional 5+ DOD/USAF experience, for a total of 20+ years, as a substitute to the Master’s degree.
- 2+ years of Air Force and ACC experience.
- 15+ years’ experience conducting analysis relevant to SME Information Warfare Plans and Capabilities Analyst with at least a portion of the experience being with the DOD/USAF within the last 2 years.
- Possess any of the following Desired Qualifications:
- Previous assignments/work in Airborne Cryptologic Operations in support of SOF Operations Planning, Targeting or DCGS Operations.
- 363 ISRW Operations Readiness and Integration SME, Capabilities and Operational Needs Assessments supporting the ACC ISR enterprise.
- Military background or familiarity with military command and control structures.
- Possess a working knowledge of the organizational interface of military, federal, state, and local agencies.
- Demonstrate time management, problem-solving skills, self-motivation, eagerness to learn, and attention to detail.
- Ability to efficiently react to shifting program requirements and work in a team environment.
- Effectively communicate, both orally and in writing.
SECURITY CLEARANCE: Active DOD Top Secret with SCI Clearance.
