About the Job
Join our team as a Social Science Program Analyst and support the NOAA Weather Program Office (WPO) by managing research portfolios in social, behavioral, and economic sciences (SBES). You will coordinate with various stakeholders, support collaborative research, and ensure the effective transition of research findings into practical applications. The NOAA WPO supports world-class weather research to save lives, reduce property damage, and enhance the national economy by funding and fostering collaborations with NOAA’s research labs and the broader weather enterprise. Responsibilities:- Coordinate across WPO, the Office of Oceanic and Atmospheric Research, the National Weather Service, and other NOAA partners to build SBES capacity and foster new relationships
- Conduct stakeholder analyses to draft language for funding opportunities based on scientific priorities
- Collaborate with researchers and end-users to share research results and support the transition of SBES research outputs
- Provide portfolio analysis and project management for WPO and Social Science Program-funded projects
- Support SBES data efforts across NOAA by prioritizing data collection, publication, and archival
- Review the technical rigor of scientific proposals and ensure compliance with Institutional Review Boards and the Paperwork Reduction Act
- Create briefing materials for presentations to leadership and other audiences
- Peer review journal articles and stay updated with current research
- Attend relevant society meetings, write abstracts, propose sessions, and present work supporting Social Science Program goals
- Perform administrative tasks, including scheduling, planning, and facilitating meetings with various stakeholders
- Utilize technologies such as Generative AI, Smartsheet, and Google suite to improve program management and portfolio analysis
- Respond to information requests and maintain up-to-date information in NOAA and other relevant databases
Required Qualifications:
- Bachelor's degree in Social Science, meteorology, or a related field such as atmospheric science
- At least 8 years of professional and/or academic experience (advanced degrees or certifications may qualify for shorter periods of required experience)
- Technical competence and expertise in social science research theories and methods, with the ability to assess, evaluate, and triangulate research findings
- Knowledge of using data to support the measurement of agency performance metrics, program impact, evaluation, and portfolio analysis
- Effective written and strong oral communication skills within the field of expertise and across disciplinary boundaries; comfort presenting to large audiences; ability to translate scientific content for various audiences
Desired:
- MA/MS or PhD in a relevant social or behavioral science or interdisciplinary field with a weather, natural hazards, or disaster background (e.g., risk communication, sociology, political science, decision science, geography); PhD strongly encouraged
- Familiarity with Institutional Review Board (IRB) training and regulations
- General familiarity with NOAA weather products and services
- Demonstrated ability to work independently and as part of an interdisciplinary program team
- Interest in the interactions between weather information and weather-related decision making
