Job Description: SCOPE OF THE PROJECT:
The Replacement Medicaid Management Information System (MMIS) project is one of the largest IT projects for the ***. It is a multi-year effort to replace the aging MMIS and related applications with more modern capabilities along with corresponding business operations services.
DAILY DUTIES / RESPONSIBILITIES:
The MES Core Software and Solution/Data Architects are responsible for defining and diagramming solutions around the data structures for MES Core as a Source of Truth and central data hub within dept.. They are responsible for defining and updating internal canonical data models and recording those definitions within modeling tools and documentation, as well as performing the necessary mapping from source systems to the canonical model to guide the overall Extract, Transform, Load (ETL) processes of MES Core in its primary function as a data interchange hub. This position incorporates data-based technical analysis and decision-making on structures, metadata, data types, valid values, and mastering rules for MES software solutions. As MES Core matures into a Source of Truth for SCDHHS, the ability to design solutions that are compatible with a distributed master data management solution are critical.
In addition to serving as primary architects of data modeling solution, this role also carries the responsibilities of MES Core Software and Solution Architects: defining ETL solution patterns and supporting development teams during the typical SDLC of automated data transmission solutions.
SCDHHS is looking for candidates who can work independently, are meticulous and careful in definition of design and data modeling and can confidently execute on significant design decisions that reflect the shape of data transmission for the agency's data interchange hub.
Essential Responsibilities:
1. Work alongside appropriate technical and non-technical staff to understand the underlying requirements of target and source systems and their native data structures and relationships.
2. Create data models that accurately represent translation from source to hub or hub to target depending on need.
3. Design data models that promote a comprehensive representation of agency data, and that accommodate the needs of various systems of record from which authoritative data originates.
4. Leverage national standards and design concepts from organizations like CMS and HL7 to ensure that future data interchange is as effective and standardized as possible.
5. Assist development teams in understanding data models and intended targets.
6. Function as a solutions architect for development teams when data modeling needs have been met.
Program Experience:
Experience should include success in developing solutions with and modelling enterprise level data in a health care domain.
Experience should include working with Protected Health Information (PHI) and Personally Identifiable Information (PII).
Experience working in an Agile framework is preferred.
Experience working with FHIR highly preferred.
Technical Experience:
Experience with any or all the following technologies is desirable for this position:
• Amazon Web Services (AWS) environments, including experience with AWS components such as Glue, DocumentDB, HealthLake, DynamoDB, Athena, S3, Redshift, and Kinesis, and Lake Formation.
• Experience with UML data modelling for relational databases, NoSQL document data stores, and data lakes using common data modelling tools such as SPARX.
• Working knowledge of SQL and NoSQL query tools.
• Working knowledge of JSON and XML.
• Big Data and NoSQL technologies such as MongoDB and Hadoop.
• Relational systems such as Oracle or Microsoft SQL Server.
• Experience with Master Data Management.
• Experience with scripting languages such as Python or JavaScript.
• Data analysis and visualization using technology such as Tableau.
REQUIRED SKILLS (RANK IN ORDER OF IMPORTANCE):
• 5+ years of experience with enterprise data mapping and data modelling
• 5 + years of experience with querying languages
• 2+ years of solution architecture design
• 2+ years of experience working in AWS environments
REQUIRED EDUCATION/CERTIFICATIONS:
Bachelor's degree in Computer Science, Applied Math or similar discipline or equivalent work experience
