NYS Department of Taxation and Finance (DTF) is seeking a Software Architect Expert
This position will support the NYS e-MPIRE Tax Processing System as a main IT Developer and Architect. This system encompasses multiple tax processing subsystems utilized by the NYS Department of Taxation and Finance, which is responsible for billions in state revenue. Some of the taxes covered include:

The position requires an expert level candidate to develop programs and functionality for these tax subsystems.
Day to Day task include:
• Guide the architecture and design sessions and ensure technical solutions are aligned with agency's strategic direction.
• Integrate disparate technologies, products, and applications into one robust architectural platform providing a seamless integration for easier access.
• Abstracting technical implementation specifics from application development.
• Researching and evaluating various state-of-the-art technologies and/or products that meet the business needs of the agency.
• Reduce complex business problems into a finite set of patterns that can be easily implemented.
• Design and implement productivity tools to help rapid development of applications.
• Investigate, Client opportunities for improvement. Propose, prototype innovative ideas to exploit those opportunities
• Design modification or extensions to the runtime frameworks with minimum or no impact on existing applications.
• Support multiple application teams in various design and technical issues.
• Conduct performance analysis and recommend improvements.
• Present technical solution proposals to management and other technical infrastructure support teams.
• Document technical solutions proposed and implemented.
• Design training material and conduct training sessions for developers.

Requested Qualifications:
- 84 months experience with large government organization which includes business knowledge, technical design, development, maintenance, and end user support of complete Business-Related Processing
- 24 months of experience in Design, Development and Management of Business Automation applications deployable to ODM, ADS, or BAW platforms.
- 48 months of experience in design and development of customizable self-service systems integrating with Business Rule Management System IBM ODM (Operational Decision Manager) and Predictive Analytics IBM SPSS (Statistical Package for the Social Sciences) that are deployed on IBM BPM (Business Process Manager)
- 60 months of experience in design and development of SOA/SDO components and BPEL processes using IBM WebSphere Integration Developer that are built and deployed on WebSphere Process Server/Business Process Manager
- 84 months of experience in performance tuning applications interacting with databases such as DB2 and Sybase.
- 84 months of experience with IBM EAD4J and JADE java frameworks to develop applications.
- 24 months experience designing and developing applications in RedHat Open Shift environment.
- 84 months of experience in system analysis and design experience for multi-tiered transactional systems.
Work hours and location:
- Full time role with engagement length of 30 months
- Daily work hours: M-F 8:30-5:00
- Physical office location: Harriman Campus, Bldg 6, Albany, NY
- Telecommuting options: 40% remote after 4 months of Full time in office.
