Job Description:
OVERALL OBJECTIVE OF JOB:
The essential purpose of this position is to lead the legal unit of the agency. This position will serve as the liaison between the Agency/Courts/County Solicitor and Solicitors for other County Children and Youth Agencies.
ESSENTIAL FUNCTIONS OF JOB:
- Presents Juvenile Petitions to Dependency Court (Shelter Care and Adjudicatory Hearings).
- Presents Termination of Parental Rights Petitions to Orphan’s Court.
- Represents agency in Dispositional Motions Hearings, Permanency Hearings, Judicial Conferences and Adoption Finalization Hearings.
- Represents Agency in Administrative Appeals regarding Child Abuse dispositions to include review of all substantiated child abuse reports.
- Represents agency in appeals from Juvenile Court and Orphan’s Court to PA Superior and Supreme Court.
- Drafts motions and answers to motions at all levels described above.
- Drafts briefs for all levels described above.
- Researches law for matters as described above.
- Provides Consultation for Caseworkers and Supervisors.
- Interviews/prepares witnesses.
- Provides agency training on legal matters.
- Serves on local Children’s Roundtable and assigned workgroups for that group.
- Attends PCYA Solicitor Meeting and Trainings.
- Reviews and develops agency Policies and Procedures for new bulletins.
- Takes a lead role with AOPC by attending meetings and developing new initiatives.
- Serves as a member of the agency management team and participates in long and short term planning.
- Plans, reviews and evaluates the work of assigned staff.
- Assists Human Services Director, Fiscal Officer and Assistant Human Services Director in planning, developing and implementing a comprehensive agency annual plan and Needs Based Budget.
- Assists with management of quality control of social services as directly impacted by Juvenile Court, to include fiscal implications.
OTHER DUTIES OF JOB:
1. Attends meetings, trainings and in-services as required.
2. Performs other job-related duties as required.
MET’s:
MINIMUM EXPERIENCE AND TRAINING:
Two years of progressively responsible experience in professional legal work and a graduate from an approved school of law; Juris Doctorate degree licensed and admitted to Pennsylvania Bar.
Prefer to be duly licensed by, and in good standing with, the Supreme Court of Pennsylvania and the U.S. District Court for the Middle District of Pennsylvania. Attorney must have experience in providing legal services in dependency and adoption, preferably Pennsylvania counties and federal courts in Pennsylvania.
