JOB DESCRIPTION: The ideal candidate (will be expected to be) an experienced Senior Contract Specialist to oversee the contracting and management of critical infrastructure construction projects, with a focus on enabling the development of hypersonic systems. In this role, you will manage multiple complex government contracts, liaise with project leads and technical experts, and develop processes to ensure successful contract execution.
DESIRED SKILLS & REQUIREMENTS:
• Program Management or leadership experience
• Experience in developing and monitoring contracts to construct, operate, and maintain industrial facilities
• Experience with test and evaluation infrastructure, especially wind tunnels
• Familiarity with Department of Defense (DoD) weapon systems acquisition processes including technology maturation programs, prototype programs, middle tier acquisition programs, and major defense acquisition programs
MINIMUM SKILLS & REQUIREMENTS:
• 8 years' of contracting experience in Department of Defense or Federal Government
• Experience with various contract types and contracting processes, especially Federal Government and Department of Defense, Broad Agency Announcement (BAA), Other Transaction Authority (OTA), etc.
• Experience in all phases of contract life-cycle (pre-award, award, post-award, and close out)
• Excellent written and verbal communication skills
• Proficient using Microsoft Office Software including; Outlook, Word, PowerPoint, Excel, OneNote, SharePoint, Teams
• Creative problem solver
• Organized and detail-orientated while able to multi-task
• Hardworking and efficient and can work without direct supervision in a fast-paced environment
• The employee is expected to be based in the national capital region and work from the TRMC office in the Mark Center in Alexandria, Virginia; however, some telework flexibility is available
• Currently hold Secret security clearance
• Bachelor’s degree or experience in lieu of degree
• Project Management Professional (PMP) certification, or equivalent.
KEY RESPONSIBILITIES:
• Leading contract document development
• Identifying appropriate contract vehicles
• Collaborating with stakeholders
• Monitoring contractor performance
• Implementing mitigation strategies
This is a newly established effort and as a founding member, the ideal candidate would be excited to play a significant role in creating the team that enables program success.
• Oversee and work on multiple contracts as the primary point of contact for the program lead
• Lead the writing of contract documents (for instance, PWS, CDRLs, etc.) establishing sections that require content from the various members of the team, working with the project lead to assign sections, and reviewing drafts and requesting revisions as needed
• Search for established contract vehicles and evaluate if those meet the programs’ needs
• Work with the contracting officer to understand requirements and deadlines for each contract vehicle
• Work with the government COR to ensure their requirements are implemented in the draft contracting documents
• Work with the management team to ensure actions and deadlines are captured for the rest of the team to be accountable regarding contracting actions
• Work with financial and schedule analysts to ensure financial and schedule deliverables from the performer are appropriate
• Work with the technical subject matter experts to ensure the engineering and construction deliverables from the performer are appropriate
• Work with the program lead to establish processes to ensure the performers are meeting contract requirements and develop and implement mitigations for correct poor performance
• Develop processes and maintain procedures for contracting actions
• Utilize the Microsoft Teams- and SharePoint-based communication and file management systems
• Follow administrative and sensitive data guidelines
• Other duties as assigned
