Purpose of Position
This position is responsible for the management of capital improvement projects from planning and design to final construction. Provides effective design and construction management of complex projects, in order to achieve a safe, reliable, and convenient transportation system for bridge commuters and PATCO transit patrons, including building facility improvements and maintenance. |

Major Responsibilities and Duties
DESCRIPTION OF TASK | |
1. | Providemanagementandoversightofengineeringconsultantsandcontractorsforthedesign and construction of planned improvement projects. |
2. | Developprojectscopeandsolicit,select,negotiate,andcontractwithqualifiedengineering consultantstoserveasanextensionoftechnicalstaffindesign,constructionmanagement, facility inspections and special studies. |
3. | Providedesign,technicalconsultation,professionalsupervisionandinspectionservicesas requiredinsupportofBridgeOperationsandPATCO;managebiennialbridge and PATCO inspections; prioritize,design,scheduleandmonitorrehabilitation/repair of deficientbridge or facilitycomponents identified during biennial inspections. |
4. | Act as a mentor to the Associate Engineer positions, providing advice and support throughout their professional development.This role involves overseeing engineering projects, sharing expertise, and facilitating a hands-on learning environment to help the Associate Engineer meet the requirements for obtaining their PE license. |
5. | Identification,budgetingandschedulingofmajorDRPAandPATCOcapitalprojectsrelated toDRPAcorefacilities;thiseffortiscollectiveandinvolvestheprioritizationofprojectsby a consensus of engineering senior management and staff. |
6. | Provideenforcement,interpretationandclarificationofconstructionprojectplansand specifications;observeconstructionworkprogress;conductprogressmeetings;evaluate contractorsubmittals,shopdrawings,schedulesandperformance;review,preparationand approvalofchangeordersandcontractorpayestimates;reviewofinspectionreports; evaluateandresolveunforeseenfieldconditions,contractorclaimsandconstruction problems;maintainandfinalizeas-builtdocuments.Involvesliaisingwithcontractors, consultants,communityandotherDRPA/PATCODivisionsimpactedbyconstruction. These tasks are either performed directly or by direct oversight of consultant activity. |
7. | Evaluateanddeterminedesigncriteria,alternativesandendproductfunctionsandgoals; providedesigndirectivesanddecisions;formulate,develop,prepareand/orperformquality controlreviewsofcontractplans,specificationsandbiddocumentsincludingdevelopment oftechnicalandprojectspecificrequirements;conductperiodicprogressmeetings; administer,monitor,direct,examineandmanagetheconsultant’sentireworkeffort,budget andworkproductandapprovepaymentrequests,establishquantitiesandmethodsof payment;prepareandtrackscheduleandcostestimates;conductpre-bidmeetingsand addresscontractorinquiries;reviewandevaluatecontractorbids,qualificationsand references;developrecommendationdocumentsforDRPABoardapprovalandassistin awarding construction contracts. |
8. | Establishscopeofwork,scheduleandpurposeofconsultantservices;preparesolicitation advertisements;investigate,developandpreparedetailedwrittenRequestforProposalsand taskorders;performreviewandevaluationofconsultantqualifications,technicalproposals andconductinterviewsforrankingandselection;preparecostestimatesofservicevalue; reviewandnegotiatepriceproposals;preparerecommendationdocumentsforDRPABoard approval; prepare written consultant agreement and coordinate execution. |
9. | Administer,monitor,overseeandmanageconsultantfieldinspectionsofbridgeand underwater elements; coordinate traffic control and access requirements; performdetailed reviewandevaluationofconsultantinspectionreport;develop,prioritizeandmonitorrepair, rehabilitationandupgradeprogramsforin-housemaintenanceforcesanddevelop constructiondocumentsforrepairsbyoutsidecontractorsinresponsetodeficiencies identified; generate status reports to track repairs. |
10. | Provide“on-call”and“uponrequest”engineeringconsultationandguidancetoBridge Operations and PATCOinvolvingfacilityrepairsandupgrade;performengineeringstudiesand calculations;providedesignandconstructiondetailsforemergencyrepairs,alterations, rehabilitationandnewconstructionasrequired;provideprofessionalexpertiseandprepare technical specifications and cost estimates to support bridge maintenance initiatives. |
11. | Performpreliminaryengineeringstudies;Developpreliminaryprojectdefinitionsandscope; developpreliminarycostestimatesandschedules;performlife-cyclecostandcost-benefit studiesofpotentialimprovementprojects;preparecostsforinclusioninfacilitycapital budget development. |
12. | Establishprojectobjectives,identifypotentialsolutionsandanalyzeassociatedcosts, benefitsandrisks.RequiressolicitinginputfromotherDRPAdivisions,PATCO,outside agenciesandconsultantsregardingoperational,economic,regulatoryandpublicimpact issues relative to capital projects. |
13. | Recommendneededcapitalimprovements,helpguide policies, and promote the implementation of emerging technologies. |
14. | Assistsinmaintainingasafeandsecureworkenvironmentbyparticipatinginrequired training,recognizingandreportinghazardsandsuspiciousactivity,andusingallrequired personalprotective equipment. |
15. | Performs other related duties as required and assigned. |
