Responsibilities:
- Performs complex duties related to pre-award and non-financial post-award grants and contracts administration.
- This role involves providing comprehensive support to Principal Investigators seeking funding from various federal agencies and non-federal organizations.
- Provides analytical and financial support in proposal review and submission.
- Acts as liaison between Client departments, Sponsored Programs Administration and funding agencies.
- Involves activities associated with the management of grants and contracts by performing some or all of the following: processing JIT requests, reviewing and negotiating agreements; drafting subawards; completing subrecipient risk assessments, developing subrecipient monitoring plans; and performing other non-financial post-award tasks.
- Acts as the Sponsored Programs Administration team expert in all sponsored program matters related to awards.
- Uses advanced contracts and grants concepts to manage a high volume of proposals and subaward applications; various levels of complexity.
- Advises faculty members on the appropriate response to funding opportunities; Reviews and interprets proposal guidelines and sponsor expectations.
- Serves as liaison with other Client departments involved with the preparation, review, and submission of proposals to local city and state government departments.
- Acts as administrative resource to research investigators, provides assistance, guidance and counsel during development, pre-submission administrative review, management, authorization and transmittal of grant and contract proposals to city and state, as well as federal and foundation funding agencies to verify and ensure ongoing compliance with all applicable regulatory and financial compliance requirements; Ensures that submissions are in compliance with agency and institutional policies, interpret grant and contract requirements/regulations and funding agency guidelines, and prepare, analyze and revise detailed proposal budgets.
- Recommends process improvements, and timely resolves issues related to pending back-up or documentation, research funding, etc. to ensure meeting submission deadlines.
- Collects all compliance documentation (FCOI, IRB, etc) associated with new applications and non-competing progress reports.
- Coordinates proposal submission by acting as liaison between PI and Sponsored Programs Administration Office to resolve pressing concerns in time for meeting submission deadline.
- Works with investigators and their staff on reviewing and submitting Just-in-Time information to sponsors prior to the grant application funding.
- Reviews and facilitates the review and execution of sponsored programs agreements and modifications.
- Manages review of all incoming awards from city and state funding sources.
- Develops and manages unique contracting processes related to city and state funded awards.
- Assists Award Administrator in setting up and modifying project accounts.
- Reviews and submits project and/or program technical reports, prior approvals, and other non-financial documents to the sponsor on behalf of investigators.
- Receives and processes departmental requests to issue subawards.
- Collects all necessary information for inclusion in agreement. Uses appropriate Client subaward template, incorporating key information, sponsor’s terms and conditions, routes draft for internal review and signature. Responds to subrecipient questions, clarifying and facilitating through execution.
- Develops monitoring plans, including risk assessment, risk level determination, additional terms to address risk areas, and monitoring during the subaward.
- Updates and maintains database for agreements and amendments.
- Coordinates and tracks the workflow of these agreements through each stage of the review and signature process. Maintains electronic file of draft and final contracts for accessibility and retrieval.
- Facilitates Purchase Orders (PO) requests for new subawards and amendments by extension/increase or reduction/decrease commensurate with the prime agreement.
- Issues agreement modifications to subrecipients as requested by PIs and department administrators.
- Participates in the single audit process, provides documentation related to subrecipient monitoring.
- Interprets subcontracts to identify those requiring Federal Funding Accountability and Transparency Act (FFATA) report submission, completes FFATA reports on behalf of Client.
- Uses discretion with large amounts of sensitive, confidential information concerning professional and personal issues concerning staff, funding requests, correspondence and other documents.
- Attends and participates in meetings and/or committees, as required.
- Operates standard office equipment/ Reports any malfunction to administrative assistant.
- Applies Client values as the basis for decision-making.
- Perform other duties assigned or as necessary.

Requirements
- Bachelor’s Degree
- Three years of relevant work experience in grants administration.
- Prior knowledge of grant management system: InfoEd, Commbuys, and other sponsor portals KNOWLEDGE, SKILLS & ABILITIES (KSA):
- Requires extensive knowledge of program administration guidelines of Federal, local government, and other non-Federal sponsors supporting research and educational activities.
- Full facility with Federal Acquisition Regulation, Code of Federal Regulations, sponsor-specific policies, intellectual property policy, conflict of interest requirements, publication rights, application of indirect cost rates and other complex concepts in research administration.
- Maintains knowledge of and ability to interpret and apply sponsor, institutional, and departmental policies.
- Ability to manage high volume and complex transactions.
- Experienced with all types of award mechanisms, including grants, contracts, subcontracts, cooperative agreements.
- Requires independent judgment and strong organization and communication skills and customer service focus.
- Ability to interpret policy for others.
- Stays current on compliance regulations in all areas of research administration.
- Able to work with Microsoft applications, including Excel, Word, PowerPoint, Access, etc. Strong analytical, time management, customer service and organizational skills
