About the Job
Odyssey Systems has an exciting opportunity for a Senior Program Manager to oversee and manage an Indefinite Delivery/Indefinite Quantity (IDIQ) contract supporting the Defense Innovation Unit’s (DIU) National Security Innovation Network (NSIN) program office. DIU-NSIN develops programs designed to help the DoD and its partners to solve national security problems by providing access to new communities of innovators by establishing partnerships with national research universities and the venture community. The purpose of this support contract is to provide DIU-NSIN and its mission partners with targeted research services to support the adoption, policy development, and effective use of specific military and defense technologies. DIU-NSIN is headquartered in Arlington, VA with nine regions throughout the U.S. to provide an organizational and management construct to the execution of its work.

Responsibilities:Duties include, but are not limited to:
- Responsible for leading and managing all aspects of the IDIQ contract, ensuring successful delivery of all task orders and projects.
- Manage and integrate activities in accordance with contract requirements and ensure technical, schedule, cost, and financial performance.
- Develop and implement strategic plans to support DIU-NSIN objectives, fostering innovation and advancing national security goals.
- Serve as the primary point of contact between the DIU-NSIN office and various stakeholders, including government officials, contractors, and other external partners.
- Identifies key resources required to manage and execute to the program baseline often requiring frequent, real-time changes to meet dynamic program needs.
- Manages and integrates a large size program staff that includes subcontractors or suppliers and task or project leads.
- Provides guidance and direction to the internal cross-functional team. Develops program-specific processes, procedures, techniques, or tools.
- Develop and manage budgets, ensuring financial efficiency and compliance with contract requirements.
- Identify, mitigate and as appropriate, escalate risks associated with program delivery and execution.
- Prepare and present comprehensive reports on program progress, financial status, and outcomes to senior leadership and stakeholders.

Qualifications:Citizenship: Must be a US citizen
Minimum Required Qualifications
Clearance: Active Top Secret (TS) with current eligibility for Sensitive Compartmentalized Information (SCI)
Education: Bachelor’s Degree in a business field
Years of Experience: Within the last 15 years, possess a minimum of ten years of experience working on DoD Service-specific and/or Joint-Service projects. Within the last ten years, possess a minimum of five years of experience managing projects of a similar scope and complexity. Possess a minimum of five years of experience managing a geographically dispersed workforce.
Certifications: Project Management Institute (PMI) Project Management Professional or PMI Project Management Professional or PMI Program Management Professional (PgMP)
Preferred Qualifications
Clearance: Active TS/SCI
Education: Master’s or Doctorate Degree in a related field
Years of experience: At least 20 years of experience, 12 years of which must be in the DoD
Technical Skills
Comprehensive knowledge of principles, policies and practices of systems acquisition and program management, as defined in DoDI 5000.02 and 5000.75, as well as knowledge of roles and relationships within the DoD.
Possess knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of acquisition programs
Demonstrable experience supporting the Defense Innovation Unit in a management capacity
Demonstrable experience working within a Rapid Acquisition program or Rapid Prototyping program
Demonstrable experience working with teams that have multiple and shifting priorities
Demonstrable experience leading a research and development activity
Familiar with cloud-based systems, including management and projection of cost and performance
- One of the managed projects must have included intelligence or special operations support elements
Interpersonal Skills
- Possesses the ability to effectively communicate orally and in writing, providing quality acquisition and program documentation including but not limited to briefings, documents, and plans
