SUMMARY
Paragon Professional Services, LLC, a subsidiary of Bering Straits Native Corporation, is currently seeking a qualified Site Safety and Health (SSHO) for a lead-contaminated soil removal project located in St. Francois County, Missouri. Site work is anticipated to occur from April through November 2023. The remediation project involves excavating contaminated soil from residential properties, hauling the material to a local repository, and backfilling the excavations with clean material as well as other site restoration activities. The SSHO will oversee the safety practices and performance of multiple teams on site conducting the excavation and backfill activities necessary to meet the specifications outlined in the contract. Work will be under the supervision of the U.S. Army Corps of Engineers (USACE) and the U.S. EPA., and will require routine reporting as well as safety leadership to a field crew of up to 50 field personnel. Must have familiarity and experience working with USACE using their safety manual EM 385-1-1.
Responsibilities:ESSENTIAL DUTIES & RESPONSIBILITIES

- Experience in a residential setting, knowledgeable of processes and their hazards.
- Ability to identify hazards in a complex environment and find solutions to mitigate risk.
- Knowledge and experience with OSHA regulations and Environmental Protection Agency (EPA) laws.
- Effective at communicating deficiencies to department lead personnel and tracking all items to completion.
- Ability to manage the safety programs, including the Risk Management Plan (RMP).
- Ability to create an effective safety training program and presentations appropriate for the site.
- Submits Safety Summary Report to the Contract Manager showing the number and type of safety meetings which were held the prior month, along with any accident or injury reports.
- Provides safety training for all field staff.
- Provides Emergency Response Team training.
- Performs respirator fit-testing as required.
- Monitors the medical surveillance program and ensure requirements are met.
QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum) Qualifications
- Minimum of five (5) years’ professional experience in a safety leadership role
- Associate’s Degree or higher
- Experience working on federal construction projects
- Must possess and maintain a valid Driver’s License
- Ability to receive and maintain a favorable Local Background Check (LBC) and National Agency Check (NAC) as applicable to the position requirements, current and future
Required (Minimum) Knowledge, Skills and Abilities:

- Physical strength and agility
Preferred
- At least two years of experience in residential remediation work
- CPR Certified
- Ability to provide CPR training for onsite personnel
- HAZMAT Certified
- Ability to provide HAZMAT training/refresher for onsite personnel.
- Local to St. Francois County or vicinity, communities include Bonne Terre, Bismarck, Valles Mines, Farmington, French Village, or ability to obtain local housing accommodations

WORK ENVIRONMENT
Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job.
Job is performed largely outdoors with almost constant exposure to unusual elements, such as extreme temperatures, toxic chemicals, biohazardous materials, dirt, dust, fumes, smoke, and/or loud noises. Work environment is primarily anticipated year-round.
