USAID’s Bureau for Humanitarian Assistance (USAID/BHA) is the lead federal coordinator for international disaster assistance. USAID/BHA provides and coordinates U.S. Government (USG) international humanitarian assistance to save lives, alleviate human suffering, and reduce the physical, social, and economic impact of rapid and slow-onset disasters by helping people in need become more resilient to future crises. Team Credence, through the Bureau for Humanitarian Assistance Support Contract (BHASC), provides operational and administrative support to provide and coordinate humanitarian assistance and maintain 24/7 response capability.
As part of the Human Resources and Administrative Management Services Division (HRAMS) Staffing Team and working under the guidance and technical supervision of the Staffing Team Lead, the Staffing Specialist will provide administrative and management support to staff across the Bureau. Day-to-day work assignments and oversight are provided by the Staffing Team Lead or a designee, with formal supervisory and evaluation functions performed by a Credence contract supervisor.

Responsibilities include, but are not limited to the duties listed below
HR Process Coordination and Support
- Supports the coordination and implementation of a variety of human resources processes for direct hire employees, including advice and guidance on staffing, recruitment, administrative management, development of recruitment packages, and/or operational functions in preparation of recruitment and staffing, routine day-to-day operating problems or issues within the human resources area, bureau-wide staffing initiatives, and other areas as needed
- Serves as a focal point for HR AMS Staffing Team and handles BHA staff requests, questions, inquiries or concerns related to organizational policies and procedures guidance; ensures that requests meet USAID agency standards and appropriate regulations
- Advises BHA personnel on the status of requests and facilitates the preparation of the necessary documentation when required- particularly as it relates to communication with Hiring Managers and the facilitation of position solicitation, recruitment, and onboarding initiatives
- Analyzes and monitors relevant policy issues, formulates recommendations, liaises with other bureau stakeholders to ensure bureau-wide policy coherence, and facilitates the dissemination, comprehension, and adherence to the office-specific guidance and policy
- Serves as a liaison between BHA and USAID’s Office of Human Capital and Talent Management (HCTM) on matters related to direct-hire staff, facilitating communications and taskers among the stakeholders
- Manages/leads the coordination of the Employee Evaluation Program, conducts quality control for the accuracy, timely submissions and follow up on the Annual Evaluation Forms (AEFs), Annual Performance Evaluation Forms (APE), and Annual Accomplishment Records (AAR) - Performance Reviews for Direct Hires (DH).
- Manages the Agency’s Internship Program for the Bureau
- Maintains the role of Bureau Award Coordinator for USAID’s Incentives Awards Program, in addition to Personal Service Contractor (PSC) Awards for the Bureau, which includes providing technical and policy-based management for the proper and timely execution of evaluation and awards processes
- Provides training to junior team members, sharing expertise to help them develop their skills and knowledge
- Identifies and drives the implementation of process improvements, and enhancing the efficiency of HR operations
- Collaborates with cross-functional teams to address complex administrative and staffing challenges
- Represents the Staffing team in meetings and discussions, effectively communicating insights and recommendations
Administration
- Submits Agency Notices for BHA
- Assists in responding to BHA and USAID agency data calls relating to staffing charts, telework and remote agreements, and other administrative issues, as necessary;
- Manages the BHA AMS Staffing intranet and other online communications coordination, including job posting on various external and internal career websites
- Drafts correspondence, recommendations, reports, and memoranda related to the management and administrative programs and issues, as needed;
- Performs other duties as assigned.
Education, Requirements and Qualifications
- Minimum Education and Experience
- MA/MS and 0 years of relevant experience, OR
- BA/BS and 2 years of relevant experience, OR
- High school diploma and 6 relevant years of experience
- Experience must culminate in a set of responsibilities similar to those of this position.
- Preferred Education and Experience
- MA/MS in any discipline with two (2) years of experience in one of the following: administrative management, operations support, policy research and analysis, human resources or personnel support, OR
- BA/BS in any discipline with four (4) years of experience in one of the following: administrative management, operations support, policy research and analysis, human resources or personnel support, OR
- High school diploma or its equivalent with at least eight (8) years of experience in one of the following: administrative management, operations support, policy research and analysis, human resources or personnel support
- Required to have US citizenship with the ability to obtain and maintain a Secret Clearance.

- Working Conditions and Physical Requirements:
- In-person work requirement with the ability to telework;
- Lifting in excess of 25 lbs, standing for long periods of time, transporting equipment, etc. may be required depending on role.

Full pay range for this position is $95,000.00 to $102,000.00 per year, with the starting wage determined based on candidate’s knowledge, skills, experience, as well as budget availability.
