State Reg Engagement | | YOUR TASKS AND RESPONSIBILITIES Lead the overall BCS U.S. state regulatory engagement strategy to promote and defend license to operate in all U.S. states and territories across all platforms, to include Crop Protection, Seed Applied Solutions, Seeds & Traits, and Biologicals. In this role you will build and maintain effective and trusting relationships with US State regulatory authorities, to understand key emerging issues, and set engagement strategies. Also, you will be responsible for engagement with State Lead Agencies. Additionally, you will be accountable to ensure issues are analyzed, managed, and timely communicated to key internal stakeholders all for the purpose of timely regulatory registrations across the states. The primary responsibilities of this role, State Regulatory Engagement, are to: - Develop and drive strategy and provide guidance to the NA Regulatory Science and Global Regulatory Affairs Seed and Traits organizations on agricultural product approval, defense, and maintenance;
- Have an expert understanding of the scientific strategy, commercial, and public acceptance aspects of product regulation, as well as existing state and territory regulatory requirements related to biotechnology and pesticide regulation and emerging regulatory systems for new product platforms such as biologicals;
- Act as Bayer Crop Science (BCS) lead for all U.S. state and territorial agricultural agencies (e.g., State Departments of Agriculture or similar) responsible for maintaining license to operate across all product types;
- Engage external regulatory stakeholders to drive timely and defensible product approvals consistent with BCS culture of legal compliance, product stewardship, and commitment to sustainable agriculture;
- Foster relationships with key industry organizations to drive overall U.S. policy in a collaborative environment;
- Partner internally to ensure development of integrated science-based regulatory approvals and defense strategies grounded in law for BCS agricultural systems across platforms;
- Lead collaborations across the industry to ensure cohesive development of legal, and regulatory scientific strategies to address FTO challenges and to drive consistent regulatory policy;
- Influence the development and management of internal regulatory affairs procedures, and the identification and management of regulatory science and compliance issues;
- In partnership with other key stakeholders, develop BCS positions on emerging regulatory issues, or response to proposed rules or regulations;
- Contribute to developing and mentoring regulatory professionals in NA to maintain a high performing team with a competitive advantage.
WHO YOU ARE Bayer seeks an incumbent who possesses the following: Required Qualifications: - Bachelor’s degree with significant experience working within local and national regulatory environments and a strong background in crop protection registrations, agricultural biotechnology, or regulatory law;
- An extensive level of knowledge of relevant regulations, with a broad understanding of all regulatory relevant scientific subjects;
- Strong understanding of the U.S. regulations surrounding the registration of biotech, crop protection, and seed products, with demonstrated ability for advancing approvals;
- Shows strong ability to apply principles of precedents to new situations and anticipate how government personnel would analyze relevant factors;
- Extensive knowledge and understanding in agronomic industry business and competitive landscape;
- Experience managing and working in cross-functional teams and with stakeholders in different hierarchical levels;
- Ability to see big picture, establish long-term objectives, and stay committed to those objectives;
- Exhibits skills in building relationships that lead to reaching the organization’s goals;
- Solid negotiation skills with regulatory authorities and Third Parties, to drive the best available science and timely regulatory decisions;
- Leads or participates in multi-functional teams and leads activities and prepare company / product positions to influence the outcome of these emerging issues and regulations.
- Recognized for regulatory expertise and credibility;
- Represents and leads BCS in the Industry and regulatory trade associations to promote science-based regulatory approaches;
- Highly developed written and oral communication skills, with excellent listening skills and ability to get the message across clearly;
- Ability to put complex regulatory science into simple / clear market business relevant terms.
Preferred Qualifications: - Advanced degree (M.S., M.A., or Ph.D.) with significant experience working within local and national regulatory environments and a strong background in crop protection registrations, agricultural biotechnology, or regulatory law.
