About the Job
Otak is looking for a strategic and relationship-focused Stormwater Program Analyst or Stormwater Engineer, with a planning emphasis, to join our Water and Natural Resources business. This role can be based in our Portland, OR or Vancouver, WA offices, and can travel occasionally for project related work.
Current work opportunities include assisting cities, counties, and service districts in Washington and Oregon, evaluating programs and compliance with municipal stormwater permits, preparing public utility stormwater master plans, writing local stormwater regulations and technical standards, and developing stormwater program and project concepts and cost estimates.
The ideal candidate is an excellent written and verbal communicator and an emerging project manager and will have experience with municipal stormwater programs, stormwater compliance, and/or engineering design of stormwater facilities. Preferred experience includes GIS, stormwater and surface water master planning, watershed planning, green infrastructure/LID management solutions, and public works contracting/project delivery. Experience with municipal climate change strategies and infrastructure resiliency planning is a plus. Otak provides professional development and mentoring to build project management and technical skills.
What you'll do:
- Lead and manage multi-year and multi-disciplinary stormwater planning projects.
- Lead risk-based planning for utilities including infrastructure condition assessment, risk rating, and CIP prioritization.
- Evaluate stormwater programs’ organizations, costs, gaps, and outcomes.
- Present findings and recommendations to staff, City Councils, Planning Commissions, and stakeholders.
- Prepare stormwater policies, manuals, checklists, studies, reports, assessments, public education/outreach materials, etc.
- Facilitate workshops and meetings.
- Provide technical and thought leadership in the areas of environmental and stormwater management research, integration of environmental considerations into regional planning, or municipal stormwater permit compliance methods.
- Work collaboratively with other Business Units for delivery of cross-discipline solutions.
- Occasional travel or field work may be required within Oregon, Washington, and Colorado.
What you bring:
- Minimum of 8 years of relevant experience.
- Bachelor’s degree in Environmental Policy, Environmental Science, Regional or Urban Planning, Civil Engineering, Environmental Engineering, Public Administration, or related field. Master’s degree preferred. An equivalent combination of education and relevant experience will be considered.
- Experience working with or for a public agency in stormwater field.
- Excellent written and verbal communication skills.
- Ability to build relationships and trust among the stormwater professional community.
- Some project management experience or meaningful task management experience.
- Proficiency in MS Word & Excel.
- Willingness to travel occasionally for project assignments.

Salary range: $90,000 - $120,000 per year
