About the Executive Director’s Office:
The Executive Director’s Office (EDO) is responsible for the strategic direction and effective internal operations of Colorado Department of Human Services (CDHS), working with the Governor’s Office, legislature, other government agencies, CDHS staff, counties, and a wide variety of stakeholders. The CDHS vision is to empower Coloradans to thrive through bold and innovative health and human services. The Strategy Group with the EDO includes the Division of Project Management and the Performance Management Division (collectively Strategic Operations and Solutions), as well as the Equity Diversity and Inclusion team.
The Strategic Operations and Solutions (SOS) unit leads the Department in building and maintaining our Results Driven Management System (RDMS). To achieve this, the SOS employs business units responsible for administering programs in organizational performance management and project management. The Strategic Project Manager is part of the project management team dedicated to providing excellence in the management and delivery of CDHS projects.
This team creates project management best practices and implements and oversees adherence to those standards for sustained success throughout all of CDHS. This position is dedicated to the Division of Regional Centers to ensure the office achieves their overall business objectives through strategically organized projects, programs and portfolios.

Summary of the position:
This position serves as the project leader and subject matter expert for the Division of Regional Centers in project management, process improvement, change management, and portfolio governance programs. The Strategic Project Manager (SPM) recommends, develops, and supports the creation and execution of strategic initiatives. They are responsible for management of a variety of cross-functional projects, including process improvement initiatives, which requires establishing and monitoring project scope, identifying and aligning resources, and adhering to timelines that ensure the quality of project deliverables and achievement of the measurable project goals and objectives.
The primary role of the SPM is to efficiently and effectively oversee and facilitate every phase of a project's life cycle. This entails managing, scheduling, planning, monitoring, and reporting on projects from initiation to closure. Responsibilities include project documentation, monitoring and reporting project spending and status, tracking accomplishments versus operational requirements, resolving issues and change initiatives, risk analysis, contract oversight, and deliverables. Additionally, the SPM is responsible for implementing effective change management, training, and coaching practices in tandem with their broader project management responsibilities.
Duties:
Strategic Project Management. Provide comprehensive project management services for the Division of Regional Centers , including, but not limited to:
+ Proactively overseeing the full life cycle of large, complex cross-functional projects, or initiatives, using the appropriate project management approach and methodology.
+ Effectively establishing and monitoring the project scope, resources, and timeline to ensure the timely completion and quality of project deliverables, while also achieving project objectives.
+ Identifying and managing ongoing project risks, issues and obstacles, including those that have financial, legal, and resource implications for the project.
+ Developing robust processes for reporting and analytics regarding project progress and performance, which may include the development and maintenance of executive-level dashboards and reports.
+ Selecting and applying the most suitable project management methodology, which includes tasks like defining project scope, addressing issues systematically, identifying stakeholders and resources, devising communication and training plans, and task allocation.
Strategic Process Improvement. Provide comprehensive process improvement services for Division of Regional Centers on cross-functional improvement efforts, including but not limited to:
+ Identify and prioritize process improvement projects or initiatives that are aligned to office/program goals and performance, e.g. identified during regularly scheduled business reviews.
+ Facilitate cross-functional project teams to develop and appropriately execute process improvement strategies, which may include process mapping, root cause analysis, gap/waste analysis, and solution identification and implementation.
+ Developing standard reports and dashboards that visualize process improvement progress and results.
Change Management, Coaching, and Training. Provide comprehensive change management services for the Division of Regional Centers , including, but not limited to:
+ Collaborating with cross-functional teams to develop and effectively execute change strategies, including stakeholder analysis, communication plans, and people management plans.
+ Identifying anticipated resistance to departmental goals and/or projects and creating resistance plans to promote early adoption to change.
+ Customizing change management approaches to suit the unique needs of the Division of Regional Centers and establishing best practices for successful implementation.
Coach and train project management, process improvement, change management, and portfolio governance methodologies and best practices to Division of Regional Centers staff, and cross-functional project teams, which may include:
+ Determining staff learning needs and deploying appropriate training/coaching methodologies.
+ Designing workshops to train and coach staff on CDHS' project management, process improvement, change management, and portfolio governance processes, tools, and templates.
+ Customizing approaches by incorporating examples and information to ensure that each participant is engaged and departs with the knowledge needed to meet training expectations.
Strategic Portfolio Governance. Provide comprehensive portfolio management facilitation and support for the Division of Regional Centers , including, but not limited to:
+ Facilitating routine portfolio reviews and governance discussions guiding decisions for activating, postponing, or cultivating a backlog of projects in alignment with the CDHS’ or the Division of Regional Centers strategic plan.
+ Integrating portfolio reviews and updates into business reviews and additional RDMS processes.
+ Supporting programs with keeping project data up to date, adding new projects, facilitating recurring processes to support project updates.
+ Communicating and celebrating project closures and successes, sharing lessons learned, soliciting support to overcome obstacles and barriers, using project data to make decisions.
+ Understanding the portfolio architecture and reinforcing basic expectations for project reporting and monitoring within the department’s existing system.
+ Supporting decision making framework and determining criteria for project intake, prioritization, resourcing, risk, and closure.
+ Fostering programs ability to leverage the portfolio to manage capacity and balance strategic initiative work within the team.

+ Participate in professional development opportunities to build knowledge, skills, and abilities as determined by the individual performance plan.
+ Maintain required skills necessary to apply the appropriate technology necessary to fulfill job duties listed above.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications:
Experience Only:
+ Seven (7) years of professional experience in Project Management, Change Management, Portfolio Management, and/or Process Improvement and/or occupational field closely related to the work assigned to the position.
Education & Experience:
+ Bachelor's degree from an accredited institution in public administration, social work, psychology, human services, public affairs, organizational development or related fields of study related to the work assignment.
AND
+ Three (3) years of professional experience in an occupational field related to the work assigned to the position such as Public Administration, Social Work, Psychology, Human Services, Public Affairs, Organizational Development, and/or related fields.
Substitutions:
+ Additional appropriate education will substitute for the required experience on a year-for-year basis.
+ Additional appropriate experience in Project Management, Change Management, Portfolio Management, and/or Process Improvement will substitute for the degree requirement on a year-for-year basis.
Preferred qualifications.
+ 4+ years experience managing complex projects involving multiple deliverables and stakeholder groups.
+ Project management certification or eligibility within 1 year of hire.
+ Change management or process improvement certifications (ex. Six Sigma, Lean, Agile, ADKAR, etc.).
+ Smartsheet or related project management software experience or certifications.
+ Experience working in a human services setting or related fields.
+ Experience working with individuals with intellectual and developmental disabilities

+ Travel: Employee must be able to travel throughout all parts of the State of Colorado and potentially nationally.
