Job Overview:The Subcontract Specialist organizes, directs and coordinates planning and production of task order support activities. The incumbent must demonstrate excellent written communication, oral communication and conflict resolution skills. The Subcontract Specialist collaborates with management teams to manage effective sub-contract support activities and maintain primary client interface at the task order level.
Salary Range: $94,000 - $104,505
This position is in-office and must be performed on-site at the Linthicum, Maryland location.
Responsibilities:Essential Duties & Job Functions:
- Reviews contract service requests for accuracy and completeness, i.e. clear/concise scope of work, cost codes, approval signatures, sole source justifications, estimates, start/end dates, etc.
- Provides guidance for source selection evaluation and associated teams as necessary.
- Analyzes service requirements, recommends revisions to the statement of work and specifications (as necessary), and determines the contract type, milestones, and procurement plan needed.
- Identifies pre-qualified vendors/subcontractors through the approved subcontractors list. Manages the list by conducting regular reviews/audits of the vendor’s eligibility.
- Coordinates and identifies applicable security requirements in conjunction with Compliance and Regulatory Affairs.
- Prepares and issues solicitation packages with pertinent information, i.e. due dates, site visits, performance periods, contact information, contract type, award basis, terms and conditions, scope of work, special clauses, standards, wage rates, security factors, insurance and bond requirements, and safety plan requirements.
- Coordinates all site visits including all corresponding visitor notifications and documentation.
- Receives and analyzes subcontractor proposals for compliance with the solicitation.
- Performs cost or price analysis, including review of cost breakdowns to determine reasonableness.
- Develops negotiation strategy and conducts negotiations in accordance with Chugach policies and applicable regulations.
- Recommends contract award to Procurement Manager.
- Based on a competitive evaluation, completes and submits notification to the Administrative Contracting Office, Price Negotiation Memorandum or Sole Source as warranted per the solicitation along with all associated documentation required, i.e. bid tabulation, and CCC&P.
- Assists to monitor and document subcontractor performance through performance data and reviews.
- Prepares and issues subcontract modifications as deemed necessary and in compliance with policies.
- Reviews account payable submittals for accuracy and compliance with applicable labor standards provisions. Assists to timely resolve invoice discrepancies.
- Collects and reviews all required payroll for compliance and records management.
- Interprets contract provisions and provides appropriate advice and guidance.
- Generates and sends Subcontract Closeout Letter to subcontractors with all applicable information, i.e. final invoice certification, release of claims, disposition of property, and royalties/patent information.
- Other procurement duties as assigned.
Mandatory:
- Five (5) or more years of direct procurement experience with two (2) years being in subcontracts for construction/facilities services work.
- One (1) year of Government Contract experience with working knowledge of FAR/DFARS contracting policies and procedures.
- High School Graduate or equivalent GED.
- Ability to pass pre-hire background and drug screen.
- U.S. Citizenship.
- Valid state driver’s license.
- Ability to lift 25 pounds.
