About the Job
Responsibilities:
- Staff management: Supervise staff by prioritizing and assigning work, ensuring training, enforcing policies and procedures, maintaining a safe working environment, and making staffing decisions.
- Regulatory compliance: Coordinate with federal and state regulatory agencies to ensure compliance with permits, licenses, and required reports.
- Budget management: Manage operational budgets for the facilities, including examining expenditures, allocating resources, and developing/implementing capital budgets.
- Facility standardization: Standardize operations across facilities to leverage resources and personnel, including equipment standardization and cross-training.
- Accounts receivable: Oversee accounts receivable for water and wastewater services.
- Customer service: Respond to citizen complaints and inquiries.
- Interdepartmental coordination: Collaborate with other city departments as needed.
- Other duties: Perform other duties as assigned.
Background Profile:
- At least four years of experience as a certified Chief Operator of a Water Treatment Plant (IA Certification) or a Wastewater Treatment Plant (4A Classification). One year of graduate study in engineering may be substituted for one year of the required experience. OR
- Possession of a New York State Professional Engineer’s License and four (4) years of experience in water and/or wastewater process systems, two (2) of which must have been in a supervisory capacity] OR
- Associate's degree in Civil Engineering Technology, Environmental Technology, Chemistry, or related field. Six years of experience in water/wastewater systems, including two years as a supervisor. OR
- Bachelor's degree or higher in Civil, Mechanical, Electrical, Chemical, Industrial, or Environmental Engineering (or a related field) from an accredited college or university. Four years of water/wastewater system experience, including two years as a supervisor.
- Must possess and maintain a valid New York State driver's license.
- Apply regulatory knowledge: Understand and apply federal, state, and local regulations for water, wastewater, and hydroelectric systems.
- Read engineering documents: Interpret engineering plans, specifications, and material estimates.
- Evaluate system performance: Assess facilities and equipment for operational efficiency and compliance with regulations.
- Troubleshoot issues: Diagnose and resolve system problems.
- Utilize technology: Use computers and relevant software programs.
- Demonstrate written skills: Write clearly and correctly, using proper grammar and punctuation.
- Use tools and equipment: Operate applicable tools and equipment.
- Communicate effectively: Interact effectively with coworkers, supervisors, the public, and others to exchange information and receive work direction.
- Systems knowledge: Understand water, wastewater, and hydroelectric system principles and practices.
- Engineering principles: Apply basic engineering principles to design and operate water/wastewater plants, pumping stations, storage, power generation, and raw water intake facilities.
- Budgetary knowledge: Understand budgetary practices and principles.
- Maintenance and operations: Be familiar with tools, equipment, materials, methods, and procedures used in water/wastewater/hydroelectric plant maintenance and operations.
- Customer service: Understand customer service practices and principles.
- Report writing: Know report writing methods and techniques.
- Technology: Use computers and applicable software programs.
- Regulatory compliance: Be aware of federal and state regulations for these facilities and systems.

Pay Range: Salary $90,000.00 to $105,000.00
