Under direction, to assign, supervise, and evaluate the work of a staff engaged in the management of estates of disabled or legally incompetent persons; to personally perform the more difficult estate management work; to do other work as required. The duty of the Riverside County Deputy Public Guardian is to safeguard and protect individuals who are unable to protect the person and estates of those individuals who have been appointed to the Riverside County Public Guardian by the Superior Court of California.
The Supervising Deputy Public Guardian reports to the Mental Health Services Administrator in the Public Guardian's Office of the Mental Health Department. An incumbent of this class is responsible for training, supervising, and reviewing the work of staff providing conservatorship services.
Candidate must have a passion for working with the older adult population and individuals with mental and/or cognitive impairments; be team-oriented; goal-oriented; detail-oriented; organized; able to multi-task; demonstrate a history of leadership, developing and coaching teams, motivating others, and conflict resolution. The ideal candidate will also demonstrate a good understanding of the roles and services provided by the Public Guardian's Office; have experience collaborating with interdisciplinary/multi-agency personnel, such as attorneys; have experience in handling property or financial assets; have familiarity with benefits establishment; and have a working knowledge of electronic documentation systems, such as ELMR.

EXAMPLES OF ESSENTIAL DUTIES
• Evaluates the performance of assigned staff.
• Serves as the estate manager for the more complex public guardian/public conservator cases involving complex legal issues, public figures, and large estates.
• Evaluates modifications in office systems and procedures and makes recommendations to improve the efficiency of the section.
• Prepares correspondence and reports; directs the sale of personal property at public auction; supervises the management of the public guardian warehouse.
• Attends departmental and division staff meetings; may act on behalf of the Mental Health Services Administrator, as assigned.
•Review or prepare any court reports that may be required to manage the conservatorship estate, or personal care. (CODE 21)
•Review all documents and reports for court petitioning and or filing.
•Review confidential status reports whenever necessary.
•Attend interagency forensic meetings representing the Public Guardian.
Provide in-service training to educate hospitals, care agencies, law enforcement, APS induction of new employees and other agencies as needed regarding conservatorship requirements.
•Reviews staff DPG and Investigators cases to ensure correctness in each case by reviewing client status with regard to the complete assessment or to the service plan.
•Determines whether problems listed on the service plan have been successfully addressed and should be discontinued (CODE 24)
•Reassesses the clients file to make any necessary changes in the goals or service strategies as listed on the service plan (CODE24)
•Confirms that information regarding the client's condition or needs.
•Reviews the already existing assessments and service plans to see if the information on them, including problem definitions and service strategies, are correct and up-to-date.
•Reviews the necessary steps to provide conservatee with a service plan that reflects the current problems.
•Periodic review of the client's status. (CODE l0)
•Develop a written plan defining actions required to meet service needs.
• Assist staff in the funeral arrangements for deceased conservatees.
• Screens cases referred to the Public Guardian/Public Conservator section and makes assignments to the appropriate deputy or investigator; reviews cases for conformance to time schedules, state codes, and division policies and procedures.
• Trains and assists the staff in specific procedures, state codes, the techniques used in estate investigation to determine conservatees' assets, and the methods of managing conservatees' estates.
MINIMUM QUALIFICATIONS
EITHER I
Experience: One year of experience in a position comparable to that of a Deputy Public Guardian or Deputy Public Administrator with the County of Riverside.
OR II
Experience: Two years of experience in which the primary duties and responsibilities involved managing the estates of and coordinating activities relative to the custodial care of individuals under guardianship or conservatorship
OR
Administering the estates of decedents.
Knowledge of: The basic principles of supervision; the Welfare and Institution Code, Probate Code, and other laws and regulations related to the public guardianship and public conservatorship functions; the principles, practices, and methods of estate and conservatorship management and administration; the methods and techniques of estate and financial investigations including researching real property, stocks, bonds, bank accounts, and wills; community support organizations and other resources available to conservatees and wards.
Ability to: Supervise and train others in the methods and techniques of conservatorship procedures, and estate investigation and management; investigate conservatees' assets and manages public guardian and public conservator estates including paying taxes, rent, and other living expenses; prepare clear and concise reports; establish and maintain effective working relationships with employees, conservatees, and the public.
OTHER REQUIREMENTS:
License or Certificate: Possession of a valid California Driver's License.
Fingerprinting and/or background investigation will be required.
SUPPLEMENTAL INFORMATION
Condition of Employment
In accordance with the California Department of Public Health Order dated August 5, 2021, and amended December 22, 2021, health care facility workers who work in indoor settings where care is provided to patients or where patients have access for any purpose must be vaccinated against COVID-19 as follows: first dose of a one-dose regimen or second dose of a two-dose regimen, by September 30, 2021. Effective March 1, 2022, all healthcare facility workers must have their booster, obtain the booster within 15 days of becoming eligible for one, or a declination form on file for the booster. Consideration may be given to candidates who are in the process of completing their vaccination regimen.
The Order allows for workers to be exempt from the vaccination requirements by providing the facility with a declination form signed by the individual stating either of the following: (1) the worker is declining vaccination based on Religious Beliefs; or (2) the worker is excused from receiving any COVID-19 vaccine due to Qualifying Medical Reasons. Workers who are exempted from the vaccination requirements must observe all other infection control requirements, including face coverings and regular COVID testing at the frequency required by their work site.
A requirement of employment is to provide proof of COVID-19 vaccination, or a completed COVID-19 Vaccination Declination form (filled out by the candidate and their medical provider as appropriate), during the pre-employment process. Failure to submit the required documentation may render a candidate ineligible to move forward in the process.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
