DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Supervises, coordinates, and manages a variety of engineering and construction activities and personnel necessary to implement drainage and paving Infrastructure projects in the City's Capital Improvement Plan (CIP). Provides technical guidance and training to engineers and project managers.
Key Responsibilities for the Supervising Engineer include, but not limited to the following:
+ Provides supervision and coordination of technical personnel and projects or may supervisor multiple contracts and projects of extensive monetary value to the City of Houston.
+ Provide technical analysis and information to develop solutions and improve systems and plans.
+ Defines objectives, evaluates proposals and makes recommendations for projects.
+ Prepares and reviews contract documents (design or construction), technical reports, plans, specifications, standards, supplemental agreements. Negotiates contracts, evaluates bid documents, and assists in selecting bid awards.
+ Prepare and review requests for information by contractors, change orders, claims and Requests for Council Action.
+ Establishes goals, develops and evaluates performance of personnel and/or projects.
+ Responds to inquiries by departments, consultants, contractors, agencies and the general public. Attend and or conduct public meetings and other coordination meetings with various internal and external parties and stakeholders.
+ Conducts on-site project inspections and investigations as necessary.
WORKING CONDITIONS
This position is physically comfortable; the individual has some discretion about walking, standing, etc. There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve extensive use of a video display terminal.
This is a Department of Houston Public Works Emergency Management position at the Tier III Level .
MINIMUM REQUIREMENTS
EDUCATIONAL REQUIREMENTS
Requires graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing.
OR
Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board and passage of the eight-hour fundamentals of engineering examination prescribed by the Board.
EXPERIENCE REQUIREMENTS
Six (6) years of active practice in engineering work after graduation from an approved curriculum in engineering, with two of the years as a licensed Professional Engineer are required.
Substitution: A Master's degree in Engineering may be substituted for up to two years of the above experience requirement.
LICENSE REQUIREMENTS
Requires registration as a Professional Engineer in the State of Texas. A specific branch of engineering (such as civil, mechanical, structural, etc.) may be required.
Engineers from out-of-state must
be hired in a position directly under the supervision of a Professional Engineer licensed by the State of Texas; AND obtain their license as a Professional Engineer in the State of Texas within six months from date of hire for continued employment with the City of Houston.
Require a valid Texas Driver's License and compliance with the City of Houston's policy on driving (A.P. 2-2).
PREFERENCES
Preference will be given to applicants with experience in managing design and construction of drainage and paving Infrastructure CIP projects, having good understanding about H&H modeling and analysis, having knowledge with Federal grant program such as HUD CDBG. Strong communication skills, both orally and in writing, decision oriented, problem- solving attitude and computer skills will be preferred. Ideal candidate will have a degree concentration in Civil Engineering.
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
