The Riverside University Health System (RUHS) - Public Health is seeking a Supervising Research Specialist. This position will d esign and carry out program evaluation plans for programs and services provided by the Public Health Department. The position will develop, plan, coordinate and implement the evaluation of departmental activities for public health programs and conduct, design, analyze and prepare reports on surveys. The incumbent will be evaluate and interpret data and evaluating original research projects; and performing other related duties as required.

EXAMPLES OF ESSENTIAL DUTIES
• Supervise and design research projects for the purpose of developing, planning, or managing resources and/or staff in order to maximize effectiveness of services.
• Select criteria and perform complex statistical analysis of data, in order to hypothesize on the effectiveness of programs.
• Assist managers and staff in developing and evaluating treatment results and significant point of progress; design and analyze to assess clients satisfaction of programs.
• Develop and analyze data to assess and forecast the needs of various populations through the use of statistical software; make recommendations on the distribution services based on demographics, cost effectiveness, and outcome.
• Supervise and conduct studies of operational activities; develop reports and make recommendations for appropriate action based on analysis of data gathered; design, coordinate, and supervise the implementation and maintenance of new systems.
• Serve as a subject matter expert to departmental staff for assigned projects resulting in the implementation of new business systems or procedures.
• Supervise the production of unanticipated and ongoing reports to provide decision support for administrative, medical, nursing, and management staff; meet specific state and federal reporting requirements, including production reports to authorize services and management activities.
• Analyze and prepare reports on a variety of program and fiscal subjects, including divisional, departmental, and state budgets, county plans, and midyear departmental fiscal updates; review, analyze, and make recommendations on administrative decisions or problems relating to organization, budget, staffing, special studies, or other administrative areas that cross division and/or departmental lines.
• Ensure that all legal requirements regarding evaluation and reporting are met; provide and explain statistical and other data to outside auditors.
• Monitor legislation, which may affect programs and recommend action when appropriate.
• Collaborate with Information Technology staff and contractors in designing and developing data processing solutions for data collected.
MINIMUM QUALIFICATIONS
Option I
Education: Possession of a PhD degree from an accredited college or university with a specialization in behavioral or social sciences, program evaluation, statistical/quantitative analysis, or closely related field.
Experience:One year of experience in an administrative, management, or analytical capacity, which included data collection, data storage, and analysis to determine program effectiveness, and/or conducting experimental or healthcare research, and resolving organizational, operational, and/or fiscal problems.
Option II
Education: Graduation from an accredited college or university with a Master's degree in Public Health or Social Sciences which included graduate level courses in research design, data collection methods, and advance statistical/quantitative analysis.
Experience:Two years of experience in an administrative, management, or analytical capacity, which included data collection, data storage, and analysis to determine program effectiveness and/or conducting experimental or healthcare research, and resolving organizational, operational, and/or fiscal problems.
Knowledge of: Methods and recent developments in research and program development; statistical methods and applications for data processing, grant writing, and training methods; the legislative process at the federal, state, and county levels; principles of supervision; methods of analyzing administrative and health systems, and procedures in terms of efficiency and effectiveness; statistical applications, data analysis software, and data processing principles and procedures.
Ability to: Direct the implementation and management of research projects/analysis techniques in order to generate sound recommendations for programs; develop and prepare concise, clear, and logical oral and written reports and recommendations; evaluate and monitor data; plan and develop cost and service program analysis; communicate both orally and in writing; write concise reports and recommendations; supervise the work of others.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

CalPERS is governed by the Public Employees' Retirement Law. The Retirement Law is complex and subject to change. DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
