Summary As a Supervisory Accountant, you will assist the Division Director, and subordinate supervisors, in the accomplishment of short and long-range planning and the execution of actions, which have far-reaching impact on the Division regionally and nationally. Location of position: General Services Administration, Office of the Chief Financial Officer (OCFO),Payroll Services Division, Kansas City, MO We are currently filling two vacancies, but additional vacancies may be filled as needed. Responsibilities This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home). Positions include routine telework and remote work arrangements that are geographically specific to: Kansas City, MO. As a Supervisory Accountant, you will perform the following duties: Develop and assess information from a variety of sources, designs researched approaches and obtains information in order to prepare analysis and responses relating to a variety of topics including divisional accounting and financial program operations and activities and their impacts. Interface with auditors, both GSA and independent, concerning financial audits and the annual financial statement audit. Review audit plan and schedule for conducting audits. Create action plans to resolve material weaknesses or significant deficiencies discovered during the audit and ensure timely completion. Provide professional and technical advice and guidance to senior officials, clients organizations and vendors. Provide advice and guidance to accountants on the interpretation of accounting systems and issues and the implementation of procedures and programs. Set and adjust short-term priorities and schedules and make decisions on work problems of subordinate supervisors. Establish guidelines and performance expectations for staff members, which are clearly communicated. Advise and guide accountants in the interpretation of accounting systems and issues and in the implementation of procedures and programs. Resolve questions as to the methods of treating unusual accounting transactions, the implementation of new accounting systems and procedures and solutions for problems associated with new legislation or policy. Accountant Qualifications: Basic Requirements: You must have either A or B, or C: Degree in accounting Degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law A combination of college level education and experience. Refer to OPM’s Accounting Qualification Standard for more information. In addition to the Basic Requirements, you must have at least one year of specialized experience equivalent to the GS-13 level in the Federal service. Specialized experience is professional accounting experience that included the following: providing sound and authoritative technical guidance related to financial/accounting issues, programs and/or systems; assessing and participating in new system development and system enhancements to improve program effectiveness; and advising on the implementation of accounting procedures and programs.
