Supervisory Contract Specialist - DHS Headquarters

Summary This position is located in the Department of Homeland Security, Federal Protective Service, Philadelphia, Pennsylvania. Responsibilities The primary purpose of this position is to serve as the Deputy Director of FPS Acquisition Division, and contracting authority is provided by the Office of Procurement Operations. The selectee of this position will oversee the execution of Contractual instruments on behalf of FPS. Duties performed: Directly supervises and coordinates the activities of subordinate staff consisting of Contract Specialists, managing through subordinate supervisors. Represent the bureau or agency's Contracting or Procurement Program at higher levels within DHS and with contractor organizations by establishing, developing, and maintaining effective work relationships with other coordinating organizations. Serve as the principal authority on all matters related to the acquisition workforce, including training, education, acquisition internships, professional development, and contracting officers' warrant program. Assure compliance with contracting, procurement, and acquisition statutes, regulations, policies, and procedures and assesses their efficiency and effectiveness. Promotion Potential: This position is at the full performance level. Supervisory Probationary Period: This is a supervisory position. Under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a 1-year probationary period. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position. This position may designate as essential personnel. Qualifications To qualify for this GS-15 position, applicants must demonstrate that they meet the Basic Requirement AND Specialized Experience as noted below. Basic Requirement: You must meet one of the items listed below (A, B or C): A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. In addition, applicants must have successfully completed a 4-year course of study leading to a bachelor's degree from an accredited college or university, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. I qualify as an Exception: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade. Note: SF-50(s) must be submitted to support claim. AND Specialized Experience: GS-15: Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing the following duties: Leading and directing a team of contracting and procurement personnel, including establishing work plans, delegating work, and reviewing and evaluating performance; Overseeing contract execution and contract administration that meets the organization's contracting and procurement program goals and objectives, while assuring compliance with contracting, procurement, and acquisition, statutes, regulations, policies, and procedures; and Providing expert guidance to internal stakeholders on an organization's contract and procurement program, including planning, developing and implementing contractual terms and conditions.
