Summary You will serve as a Supervisory Chief Financial Officer in the Financial Management Directorate of NAVSEA HQ FIELD SUPPORT. Responsibilities You will oversee financial execution of funds from Fleet maintenance and SYSCOM modernization programs in relation to NAVSEA awarded maintenance availability contracts. You will administer financial management and contracting coordination in support of U.S. Navy non-nuclear surface ships, modernization, maintenance, sustainment and training programs. You will be responsible for budget formulation, review, preparation, justification, execution, cost analysis, metrics, and cost performance reporting for of all SEA21 programs. You will ensure business and financial management oversight, functional standardization, and proper execution of fiduciary responsibility for all SEA21 programs and reporting organizations to include SURFMEPP and CNRMC. You will contribute to the design of ship maintenance strategies and program baselines to include, directing financial management aspects of acquisition life cycle activities and all efforts associated with the program/office. You will ensure the financial integrity, timeliness, accuracy, and validity of supporting managerial accounting, budget execution, and financial management reports. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band (NH-3) or grade level (GS-13) or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Advising and developing acquisition life cycle business & financial strategies for a ship, submarine, carrier, ship system or weapon system program. Qualifying experience may include: allocation of manpower, budget, or other resources; preparing or evaluating budgetary documents for these systems, programs and projects; evaluating, preparing, and submitting justifications for new program elements; supervising or leading coordination across multiple programs/accounts requiring communication to fiscal stakeholders related to requirements; or assessing business operations to ensure efficient resource allocation/utilization and opportunities for improved mission outcomes.
