Summary The Supervisory Healthcare Engineer (Chief of Projects) leads a team of 13-engineers, project managers, lease managers, and an activation manager-to ensure safe, reliable patient care environments. This role oversees design, construction, and upgrades, managing structural, mechanical, and electrical systems to meet VA standards. Reporting to the Deputy Chief of Facilities Management, they supervise engineering and construction at the VA Loma Linda Medical Center and affiliated clinics. Responsibilities The Supervisory Projects Engineer is a key engineering advisor reporting directly to the Deputy Chief, Facilities Management Service (FMS). The Supervisory Projects Engineer is a responsible leader and a member of the Engineering management team and is relied on for authoritative advice on all aspects of design and construction matters. This position provides matrix management support and technical expert consultation to the Deputy Chief for all issues relative to the areas listed. The Supervisory Projects Engineer makes recommendations for final approval, and has responsibility and accountability for all aspects of the Medical Center Design and Construction program and oversight. Other duties and responsibilities include but not limited to: Engineering Project Management and Administration Responsible for the planning, organizing, directing, evaluating, and management processes for FMS Projects Section that includes setting qualitative and quantitative standards. Within Projects Section, the Supervisory Project Engineer manages human resource functions such as hiring, performance, training and development. Provides technical advice on a wide range of engineering issues, including the Strategic Capital Investment Plan, Capital Asset Inventory, Capital Asset Resource Survey, Deferred Maintenance, and a myriad of engineering related topics. The Supervisory Project Engineer is a member of and participates on station, VISN, and national committees and work groups. Responsible for providing professional engineering direction to ensure compliance with legislative and accrediting requirements at the Medical Center for all design and construction projects. Provides Engineering and Construction Administration Oversite Receive administrative direction from the Office of the Chief with assignments in terms of broadly defined project related functions. Responsible for the implementation of the Medical Center's capital improvement program. Develops technical data regarding materials, sizes, dimensions, quantities, and costs to be incorporated in formal specifications. Conducts site visits. Coordinates and oversees scheduling and layout of operations, inspection and surveillance of materials, methods, and equipment used in construction and renovation managed by subordinate engineers and engineering technicians. Provides technical resource information to engineering subordinates. Prepares correspondence, technical reports, estimates, fact sheets, status reports, and schedules as required to complete project assignments. Research, Analysis and Budgeting/Financial Management Work and Special Projects Researches and/or analyzes problems, issues, or program requirements related to all areas of the facility and all facets of Projects Engineering Section. Researches and provides technical recommendations pertaining to a wide-range of national codes and standards including but not limited to the National Fire Protection Association (NFPA), OSHA, TJC, EPA, Centers for Disease Control and Prevention (CDC) and National Institute for Occupational Safety and Health (NIOSH). Provides for the financial management of the project section. This includes budget formulation and justification for projects, garnering approval, and execution within budgeted amounts; financial management; and financial reporting. Maintains awareness of and information about the overall status of financial resources for projects with respect to established budgets in order to react to changing situations with timely recommendations. Assists the Chief Engineer as needed in defending the budget before senior level management. Interacts and negotiates regarding adjustments or reprogramming in support of project changes or requirements. Plans and/or accomplishes special projects as required. Conceives and implements new initiatives and projects to strengthen, facilitate, and integrate programs. Undertakes or participates in special projects, ongoing analyses, investigations, and initiatives that have high priority for the Chief of Engineering Service. Preferred Experience/Qualifications: Supervision experience in engineering of at least 1 years. Construction management experience, as a COR, of at least 5 years. Knowledge of organizational structure of a hospital or health care facility, Lean processes, standard work development, and labor management. Completion of Mid-Level Level II Federal Acquisition Certification in Program and Project Management (FAC-P/PM) Completion of, VA Facility Engineer/Construction (FE-C) Completion of Contracting Officer Representative (COR) Level II certification. Qualifications BASIC REQUIREMENTS: Citizenship: Citizen of the United States. Education: Applicants must meet one of the following Bachelor's degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture and Architectural Engineering. Titles may vary from educational institutions and change over time. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score. Evidence of current professional registration or licensure as a Professional Engineer or Architect. Evidence of current professional registration or licensure can be from any State, the District of Columbia, Guam or Puerto Rico. Foreign Education. To be creditable, engineering, architecture or related education completed outside the U.S. must be submitted to a private organization that specializes in the interpretation of foreign educational credentials and such education must have been deemed at least equivalent to a Bachelor's degree as outlined above. Preferred Experience/Qualifications:GS-13 Supervisory Healthcare Engineer Experience: Applicants must have at least 1 year of experience equivalent to the next lower grade. In addition to the experience above, the candidate must demonstrate the following KSAs: Knowledge of data analysis techniques related to managing workload, quality, performance and productivity within the area of responsibility. Knowledge related to the management of overall department resources, (i.e., finances space, equipment, supplies, schedules and staffing) at the local level. Knowledge of the full range of supervisory duties, which include responsibility for assignment of work, performance evaluations, selection of staff, training and development, recommendation of awards, advancements and disciplinary actions. Skill in using effective communication in managing interpersonal relationships, leading and dealing with employees, team leaders, labor representatives and managers. Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems and develop and implement effective solutions that result in efficient operations. Ability to draft and/or recommend local policies and/or directives related to healthcare engineering management. Ability to recognize and assess evolving scenarios, utilizing initiative, self-direction and assigned resources to affect resolutions. Assignment: For all supervisory assignments above the full performance level, the higher-level duties must consist of significant scope, complexity, difficulty, range of variety and be performed by the incumbent as a major duty at least 25% of the time. The incumbent must supervise staff for at least 25% of the time, administratively and technically at the full performance grade level or below. At this level, Supervisory Healthcare Engineers are assigned at the facility level, supervising professional engineers and other support positions at GS-13 equivalent and below. Supervisory Healthcare Engineers exercise the full range of supervisory responsibility to include development of performance standards and performance evaluations; recommendations for appointment, awards, advancements, and when appropriate, disciplinary actions; and identification of continuing training needs, etc. They provide complex professional engineering advice to peers, subordinates and/or non-professional administrators/managers. They review or direct the review of technical plans, specifications and analyses of design as submitted by subordinates. Supervisory Healthcare Engineers provide professional advice to improve such plans, specifications and analyses. They direct necessary changes and furnish assistance as required. They advise subordinate personnel on methods and procedures to be used in special studies on highly complex projects. Supervisory Healthcare Engineers oversee subordinate professionals' work. They are the technical authority, providing expert advice pertaining to the maintenance of facilities, structures or landscapes that may involve large geographic regions. Supervisory Healthcare Engineers review subordinates' activity plans, specifications and cost estimates for technical adequacy and feasibility. They oversee maintenance standards for advanced equipment or systems technology. Supervisory Healthcare Engineers provide for the budgeting and financial management for engineering.
