Join our team today and make Aerospace history!About the Role: The Air Force Test Center is looking for a Full-Time Supervisory Information Technology Specialist (NH-2210-03) to work at the Test and Base Communications Branch (AEDC/TSDI) at Arnold Air Force Base, TN. The primary purpose of this position is to serve as the Base IT and Telecommunications Plans Chief over the Arnold Air Force Base and Arnold Engineering Development Complex (AEDC) Core Communications mission area with first level supervisor responsibilities over a 4-member Section. Considered a lead expert for base core communications and Information Technology planning, this employee provides supervision, leadership, resource management, and future requirements planning and oversight for AEDC base communications and information technology resources through both government and contracted functions. Travel (TDY) is only expected one to two times per year.APPLY NOW! The 180-day waiting period has been waived for AFTC to hire recently retired and/or retiring service members.Desired Skills:- This position leads the Communications Planning Section of the Arnold AFB Test Information Systems and Base Communications Branch, often shortened to “Test and Base Communications Branch” – AEDC/TSDI. This is akin to a traditional Comm Squadron SC/X role. - Leadership – prior supervisory and/or team leadership is desired - Five+ years of experience in Communications planning and programming is desired, but not required- Knowledge and Experience supporting Fiscal Year Budget planning (FINPLAN) and Program Objective Memorandum (POM), and Information Technology Investment Portfolio Suite (ITIPS) is desired. Further, experience with Air Force Test Center’s (AFTC) Capability Analysis and Risk Assessment (CARA) budget planning process is a plus- Knowledge and Experience leading, evaluating, or tactically working compliance programs including Freedom of Information Act (FOIA), Records Management, Forms and Publications, and Section 508 Compliance is desired - Familiarity and Experience within the Air Force Test Center (AFTC) and/or the Air Force Materiel Command (AFMC) is a plus- Knowledge and Experience leading, evaluating, or tactically working Information Technology physical asset and software asset management in accordance with DAFMAN 17-1203 is a plus.- Experience with Air Force Unite Effectiveness Inspections (UEI) and Unit Self Assessments through the Management Internal Control Toolset (MICT) is a plus.Major Duties: - First Level Supervision for 4-member Section; potential for growth of additional two direct reports over the next 3-years.- Areas of Responsibility – reportable to TSDI Branch Manager for Information Technology Planning and Programming, IT Asset Management including Software License management, Records and Information Management including records retention and Forms / Publications, Section 508 Compliance, Freedom of Information Act, and related programs. - Partners with Communications and IT Operations Section and Section Chief for efficient planning and execution of the traditional Communications Squadron mission.- Leads and coordinates the FinPlan, POM, and other financial planning inputs for the entire mission set of the Test and Base Communications Branch- Delivers presentations and/or written guidance on program status to leadership, including, accomplishments, solutions, and future requirements for supportQualifications/Requirements:- U.S. Citizenship - Obtain & maintain a Secret security clearance- This is a designated Drug Testing Position- Education requirements not required but preferred. Desired degree, BS in Engineering, Computer Science, or related Information Technology field. Master of Science or Master of Business Administration desired.- Meet cyberspace workforce qualification requirements IAW DoDM 8140.03 and DAFMAN17-1305 for the Intermediate Level. DoD 8140 Advanced level preferred. Qualification must be aligned to Information Technology, Cybersecurity, or AI/Data. Candidate has 6 months to obtain qualifications if needed. - DAWIA Certification – Applicant must have or obtain within the required timeline an Engineering & Technical Management Practitioner certification. - An OGE 450 Financial Management Statement may be required annually- May be requested to take and pass a pre-employment physical - Ability to lead and manage information systems planning, development, implementation, operation, and maintenance as well as ability to make decisions or recommendations that significantly impact agency Cyber, IT, or Information Management policies or programs- For IT and Communications areas: knowledge of the principles and methods to identify, analyze, specify, design, and manage functional and infrastructure requirements; includes translating functional requirements into technical requirements used for logical design or alternative technologies or approaches- Knowledge of methods of leadership and supervision to hold others accountable for measurable high-quality, timely, and cost-effective results.
