Supervisory Management and Program Analyst (DBE and Contractor Compliance) - Federal Highway Administration

Summary The position is in the Office of Civil Rights (HCR) of the Federal Highway Administration (FHWA). The incumbent serves as Supervisor and national expert on the Federal aid Highway Disadvantage Business Enterprise program (DBE), Contractor Compliance program and other related civil rights, laws, regulations, and Executive Orders. Responsibilities As a Supervisory Management and Program Analyst (DBE and Contractor Compliance), you will: Provide leadership and direction to a staff of program specialists and analysts that provide subject matter expertise and guidance to FHWA Division Offices, state/local entities. Provide national leadership in the oversight of DBE program stewardship and responsible in developing, implementing, and evaluating non-discrimination policies, guidance, regulations, and programs to prevent discrimination activities of recipients and subrecipients. Serve as a national expert providing technical assistance, and interpreting/applying DBE policy, guidance and regulations to highway-related regulations and laws. Conduct investigations and compliance reviews. Responsible for DBE program management consistency, and coordination throughout FHWA and OST, and can analyze complex problems, applies innovative solutions, and recognizes politically and emotionally sensitive situations before taking action; serves as the lead HCR representative for interpreting materials and preparing correspondence for the Associate Administrator for Civil Rights. Establish a close working relationship with field offices to maintain a current understanding of troublesome, complex, and emerging issues, and maintains extensive and current knowledge in the state-of-the practice and suggests innovations to improve efficiencies in processes and delivery of the DBE program. The ideal candidate is a senior-level professional with extensive experience working on matters related to Title VI investigations at the national level. The ideal candidate also has experience working in an interdisciplinary environment and possesses strong analytical, problem solving, political savvy, and has excellent communication skills and writing skills. SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. TELEWORK ELIGIBILITY: This position may be eligible for occasional and/or regularly scheduled telework. The number of telework days approved will be determined by your immediate supervisor or manager following the agency’s telework policy and guidance. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the GS-15, you must have at least one year of experience equal or equivalent to the GS-14, it must include: Experience providing advice, guidance and/or conducting reviews of the compliance of Civil Rights programs in areas such as compliance of the Disadvantage Business Enterprise, On the Job Training Program, and innovative contracting practices. Experience planning, conducting, and/or evaluating policies and/or long-range programs.
