Responsibilities This Supervisory Management and Program Analyst (Deputy Director) is located within the Program Analysis and Evaluation Division (PA&ED), Chief Finance Office (CFO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). As a Deputy Director, you will perform the following duties: Provide support and advice to the Executive Director (XD), Program Analysis and Evaluation (PA&E) Division, in developing a ~$55B five-year resource allocation plan (RAP) to align risk-informed and analytically-sound budget decisions with Transportation Security Administration (TSA) and Department of Homeland Security strategic requirements. Assist the XD in developing funding options and recommendations that rationalize TSA priorities, a dynamic threat environment, and budgetary constraints. Support the XD in the development, review, and revision of the annual and multi-year resource allocation plans for TSA operational and support organizations. Help oversee the development of programs, financial estimates, risk statements, and Congressional Justifications for each TSA program in support of the Department of Homeland Security (DHS) Resource Allocation Decision (RAD), the Office of Management and Budget (OMB) review process, and ultimately to inform the President's Budget (PB). Assists in the development of recommendations for TSA budgetary policy by reviewing and applying determinations established by Congress, OMB, and DHS. Drafts budgetary policy decisions made within TSA and develops performance reporting and control systems for critical resource applications. Exercises a full range of supervisory, personnel management authorities, and talent development responsibilities in directing work of the PA&E Division. This work includes support the XD and ultimately the Chief Financial Officer in the expansion of the PA&E Division and the implementation of TSA OneNumber (TON), a new IT system designed to ensure data integrity within a single repository for programming, budget formulation, budget execution, and financial audits. Advises the Performance Improvement Officer (PIO) for TSA in the development, management and implementation of TSA's performance and governance processes to include its Planning, Programming, Budget, Execution, and Strategy (PPBE-S) system; compliance with Government Performance Results Act; and compliance with DHS guidelines to meet budget and performance integration requirements. Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position. Qualifications To qualify for the SV-K Pay Band (equivalent to GS-15), applicants must possess one full year (52 weeks) of specialized experience equivalent to the SV-J (GS-14) in the Federal service. Specialized experience MUST include all the following: Experience overseeing organizational programs in developing strategic plans, program analysis, budgetary policies, risk management, and performance. Experience reviewing and revising on new program initiatives, out-year funding profiles spanning multiple appropriations, budgetary proposals, policies, procedures, and guidance. Experience serving in a leadership role, assigning work, setting priorities and employee performance standards reviewing and evaluating work and performance of subordinates, coaching, and developing employees, approving leave, and recommending and/or approving disciplinary actions. Experience in written and oral communication (i.e., presentations, briefings) and/or coordination with other senior leadership/management of other agencies or organizations (i.e., members of Congress). Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
