DutiesThe Office of Budget and Programs (ABP) develops FAA budget requests and provides budget justifications to the Department of Transportation Budget and Performance Office, the Office of Management and Budget, and various House and Senate committees.The AFN Resource Management Branch, ABP-250, serves as the Resource Manager for financial activities for the Office of Finance Management (AFN) and its four Functional Service Areas
The branch manages and oversees the financial budget and executes on behalf of AFN in areas such as: formulates and executes the Operations, F&E Activities 1-4, F&E Activity 5, and IIJA funding; Identifies, justifies, and recommends Functional Service Area resource requests; Issues, tracks and adjusts Functional Service Area annual allocations; Manages commitments, obligations, and expenditures; Issues AFN-specific spending guidance
Provides assistance and management for purchasing goods and services within AFN.The Resources Manager is responsible for the full complement of financial management and budget formulation and execution operations for AFN
Provides advice and assistance, and evaluation to ensure conformance to budget standards and policies and provide financial management information to appropriate officials and programs
Also provides advice and assistance to the AFN Senior Resource Manager in all matters concerning financial policies
The incumbent is recognized as a technical authority regarding fiscal and budgetary policy, laws, and regularity guidelines for the organization
He/she will exercise first-level supervisory and managerial authorities over the assigned AFN Functional Service Area.The incumbent provides day-to-day financial management, technical assistance, and support to one of the AFN Functional Service Areas, and the Deputy Assistant Administrator in the development of integrated AFN budgeted, executing, performance measurement, and closeout of AFN's appropriated funds
Plans, directs, coordinates, and supervises subordinate employees on budget formulation and execution for AFN with guidance from the Office of Budget and Programs
Defends and competes for resources for AFN support and special programs during all phases of the Office of Management and Budget (OMB) and Department of Transportation (DOT) budget process
Working manager position will manage and perform extensive financial modeling, forecasting, estimated, and "what-if" analyses
The incumbent will be responsible for designing and preparing in-depth financial models to evaluate the cost of various opportunities to manage the resources of AFN.Responsible for developing mathematical and/or statistical models to represent processes and procedures in the areas of financial management
Develops strategy to identify and defend requirements to the Assistant Administrator for Finance and Management as well as internal and external stakeholders, as necessary
The incumbent represents AFN at the Financial Services Team (FST) and serves in the absence of the AFN Senior Resource Manager as required
Conducts monthly status of funds reviews with the Senior Resource Manager and assigned Deputy Assistant Administrators; provides technical assistance, advice, and recommendations on complex financial systems, funding structure, and management techniques and issues
Makes presentation of funds requirements related to these problems, techniques and issues to the AFN Senior Resource Manager, the Director of Budget and Programs, or the Deputy Assistant Administrator(s)
Ensures that the necessary actions are taken to assure approved financial decisions are carried out
Oversees the financial aspects Memorandum of Agreements and realize annual reimbursements.Requirements Conditions of EmploymentUS Citizenship is required.Selective Service Registration is required for males born after 12/31/1959.Must submit an SF50 (See Required Documents)
QualificationsTo qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-J, FG/GS-14 level
