Seeking a Technical Director (Supervisory Operations Research Analyst, GS-1515-14)
Det 4’s mission is to execute operational analysis by transforming data into decision advantage for ACC commanders and warfighters within combat airpower, cyberwarfare, and intelligence units
In this role, you will ensure the unit delivers rigorous analysis and analytic solutions to tactical and operational units across ACC by conducting analytic oversight of varied Ops Research techniques, posturing the unit with innovative analytic resources, and supervising the unit’s civilian operations research analysts
Serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Air Combat Command Studies and Analysis Squadron (ACC SAS).
Duties:
• Plans, organizes, and directs the activities of ACC SAS analysts, ensuring that analytic projects comply with
legal and regulatory requirements and meets requesting unit needs.
• Exercises supervisory personnel management responsibilities.
• Represents ACC SAS, serving as the command’s focal point for operational analysis in support of ACC units, with a
variety of installation and functional area organizations.
• Serves as a recognized technical expert with ACC-wide scope and responsibility in the design and execution
of scientific studies, analysis, programming, surveys, and technical evaluation to enable data-driven decisions.Qualifications/Requirements:
• U.S
Citizenship
• At a minimum degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics, or statistics is required
At least 3 of the 24 semester hours must have been in calculus.
• A Bachelor of Science degree from an accredited institution in mathematics, computer science, one of the physical sciences, engineering or a closely related scientific discipline or advanced degree(s) in operations research, or similar specialty is highly desired
• Must be able to obtain and maintain a Top Secret clearance
• This is a drug testing designated position
The incumbent is subject to random testing for drug use.
• Supervisory Experience, Software/Tool Development Experience, Project Management, Experience in coding languages (e.g
Python), probability & statistics, data cleaning & preparation, machine learning (ML), data visualization, optimization techniques.
• Knowledge of policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to operations research analysis and data analytics; possesses analytic abilities and project management skills.
• Knowledge of safety and security regulations, practices, and procedures.
• Ability to plan, organize, and direct new ideas, projects, and methodologies and supervise, mentor, motivate, and appraise the staff of a small to medium sized organization to meet project requirements and objectives within available resources.
• Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy.
• Professional knowledge of current and emerging theories, concepts, principles, policies, guidance, procedures, techniques, methodologies, and trends pertaining to operations analysis/operations research, data analytics, machine learning, artificial intelligence, deep learning, software/tool development, and performance at the individual, group, and organizational levels.
• Skill to negotiate and/or defend findings and analytic recommendations based on sound scientific theory and methods.
• Proven experience and leadership supervising within a diverse training and education environment is highly desired.
