DutiesSpecific duties include:
Oversees the review and analysis of all oversight data collected by LGY to determine oversight effectiveness and to inform and facilitate prescribed enforcement actions when indicated through directing concurrence reviews of oversight findings and by establishing a work plan that contains realistic objectives with priorities and schedules that accurately reflect staff resources and budget availability.
Oversees the admin of LGY Service's Enterprise Risk Management (ERM) Program such as acquiring buy-in from top leadership, framing ERM as a program to help the organization achieve its mission and uses a consistent and common framework to identify and manage risk across the agency.
Represents the Assistant Director with other government agencies, private sector industry representatives, and others in conferences and meetings pertaining to oversight and program integrity activities and oversees/manages third-party (OIG, GAO, Qui Tam, Congressional) engagement activity, tracks solutioning and facilitates implementation to potential recommendations.
Oversees national initiatives undertaken by VACO and field personnel regarding program development and improvement of LGY Oversight functions.
Provides technical direction and guidance to the Central Office ERS staff, to ensure compliance with established policies, procedures, and prescribed management and operating techniques including identifying training needs. Performs other duties as assigned.

QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement:10/28/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level:- Specialized Experience: Specialized Experience is defined as possessing an expert knowledge of and skill in applying a wide range of concepts, approaches, practices, regulations, policies, precedents, and analytical, and procedures related to real estate and home loan guidelines and regulations. The incumbent is familiar with most facets of the real estate and home loan program's operational structure and understands the cross-organization dependencies, methods, and measures pertaining to the program. The incumbent will have experience in real estate, home loan programs, and government policy, communication, leadership, compliance, regulation, and training. Given achievement of items above, preference would be toward experience meeting these needs that was earned at least in part within Loan Guaranty or another major mortgage guarantor/issuer. The ability to develop, adapt, and operationalize policies in the federal domain and to understand and support business line missions is necessary. The ability to manage projects and initiatives of complex activities with senior stakeholders is necessary.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
