DutiesAs a Program Manager you will:
Manage or direct, or to assist in a line capacity in managing or directing one or more programs, including appropriate supporting service organizations, when the paramount qualification requirement of the positions is management and executive knowledge and when the positions do not require competence in a specialized subject matter or functional area.
-Function as a program manager with full authority and responsibility for operation, oversight, and evaluation of the Federal and Contractor Integrated Safeguards and Security Management (ISSM), Protection Program Management, Physical Security, Protective Force, Personnel Security, Nuclear Material Control and Accountability, Information Security, Classification Official, Information Technology, and Cyber Security for the NA-NV at NA-NV Sites.
-Interpret available data as to which method or technique will provide the most appropriate outcomes in view of overall mission requirements, physical environment, and efficiency of operations.
-Make major decisions and actions that have a direct and substantial effect on the organization and programs managed, that are often of a controversial nature, and which can have serious impact on other Headquarters and field organizations
extensive planning, coordination, and technical expertise due to the complex and varied operations associated with the activities performed within the NA-NV facilities.
Requirements Conditions of EmploymentSubject to Random Drug TestingMust pass a pre-employment drug test.Favorable suitability determination required.Financial Disclosure is required.Must be able to obtain/maintain a Q level Security Clearance.You must be a United States Citizen.This employer participates in the e-Verify program.Males must abide by Selective Service registration requirements.Compliance with Homeland Security Presidential Directive (HSPD-12) governing personal identity which will require that you provide two forms of identification.A two year trial period may be required.More than one position may be filled from this vacancy announcement.Must be able to obtain certification in the DOE's Technical Qualification Program (TQP) within 18 months of start date
This position is covered by the Technical Qualification Program (TQP), which requires the incumbent to acquire and demonstrate competencies identified in the TQP Functional Area Qualification and Field Office specific standards and requires certification of the competencies by NNSA supervision and TQP qualifying officials
Qualifications
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e.
EN/NN-03 (GS-13 equivalent)
Specialized experience for this position is defined as: Experience serving as technical authority responsible for the formulation and implementation of policies, procedures, management systems, and controls to ensure risk-balanced and cost-effective approaches for safeguards and security activities.
Examples of Qualified Experience:
Experience overseeing safeguards and security work performed by a major agencies and/or corporations.Experience involving broad spectrum of very complex and highly difficult management issues and problems that require creative and imaginative solutions.Experience functioning independently by coordinating with groups and individuals where necessary, resolving complex problems and conflicts, and interpreting available guidance.
