About the Job
DutiesYou will be responsible for leading and managing an engineering division in the areas of Mechanical and Test Engineering associated with the design, construction and/or repair of submarines by Electric Boat.You will work closely with the Chief Engineer, Division Heads, Ship Design Managers, Technical Agents and Managers to ensure consistency and continuity in the overall approach to submarine design, construction, repair and supporting requirements.You will be responsible for the technical adequacy of the decisions and positions taken by subordinates, for providing direction to subordinates, and making recommendations to higher authority.You will serve as a technical consultant to NAVSEA, other activities and internal higher authority, including the Supervisor of Shipbuilding, on controversial and complex matters.You will resolve technical conflicts or differing positions among involved personnel from other groups including the contractor, other SUPSHIP departments and components, NAVSEA and other activities, etc.You will make final decisions on critical and complex technical issues referred by subordinates.You will be responsible for the management of the resources and work of subordinate divisions.You will manage the focus of Government and contractor resources to expeditiously address and resolve technical program issues in both conventional and multi-functional concurrent engineering environment.You will initiate appropriate measures to minimize costs and improve efficiency without compromising effectiveness.You will provide guidance and direction to subordinates on work priorities.You will reassign work or personnel to get through critical periods.You will provide advice and counsel to employees on matters affecting work, employment or conditions, referring problems to the Chief Engineer.You will review the work of subordinates and the results achieved.You will provide written evaluations of division employees performance to the Chief Engineer.Requirements Conditions of EmploymentMust be a US Citizen.Must be determined suitable for federal employment.Must participate in the direct deposit pay program.New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check

Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector as a professional engineer overseeing engineering projects or activities to support the design, construction, or maintenance of nuclear powered submarines.

Successful completion of a professional engineering degree
To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics
Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico
